President Recep Tayyip Erdoğan signaled changes regarding the status of municipalities during his party's group meeting in the Grand National Assembly of Turkey (TBMM). Erdoğan stated, "It has become inevitable to discuss the issue of municipalities and establish a new order. The distribution of powers between metropolitan and district municipalities should be reviewed. We believe that the practice of appointing trustees in municipalities will once again become an exception."
President Recep Tayyip Erdoğan delivered important messages regarding the statuses of municipalities during his party's group meeting in the Grand National Assembly of Turkey (TBMM).
Expressing that municipalities need to be organized into a new system, Erdoğan stated, "It has become inevitable to discuss the issue of municipalities and establish a new order. One of the main problems encountered is the issue of districts that are far from the center. Coordinating is certainly not easy. The distribution of authority between metropolitan and district municipalities should be reviewed. Authority confusion can sometimes escalate to the point of conflict. Problems are being experienced in villages that have turned into neighborhoods. The management structures of our cities that are not metropolitan complicate the solution of problems and the effective execution of services. There is a need for a new municipal management status for these cities. The provincial special administration structure in these cities should also be reviewed. We must make the duties of our governors and district governors more active," he said.
"THE APPOINTMENT OF TRUSTEES BECOMES AN EXCEPTION"
Stating that the possibility of appointing trustees in municipalities will become an exception with the new regulation, Erdoğan said, "A new structure should be established. In this context, definitions must be clear, procedures must be definite, and implementations must be transparent. Zoning regulations should be carried out in a healthy manner. Resources should be prevented from being allocated to projects that have not been well prepared in terms of technical, administrative, and needs aspects. We believe that the practice of appointing trustees in municipalities will again become an exception. Medium and long-term programs should be organized for municipalities. Otherwise, municipalities will become unable to move. The mentality of 'it has always been this way, and it will continue' is not a political style we will adopt. If there is a problem, if there is a complaint, it is the duty of the political institution to find a solution. The resolution of these issues requires a perspective that transcends party lines. This call of ours has no relation to any political or judicial developments. I would like to thank the parties that are concerned with the troubles of the nation and show the will to solve the problems of the country," he said.
