500 THOUSAND TAXPAYERS SCREENED, 40 THOUSAND IN RISKY GROUP
In these analyses, 500 thousand taxpayers were screened considering various tax risk factors. As a result of this study, approximately 40 thousand taxpayers were found to be in the risky group. It was determined that the annual trade volume of the identified risky taxpayers is approximately 2.9 trillion lira. This figure was evaluated as a significant size within the national economy.
MORE COMPREHENSIVE METHODS WILL BE IMPLEMENTED
The types of audits to be applied will also be diversified, taking into account the risk scores and voluntary compliance levels of taxpayers. Accordingly, more comprehensive methods such as "random audits" will be implemented for high-risk taxpayers, while flexible approaches such as invitation to explanation, limited audits, or voluntary compliance will be applied for lower-risk taxpayers.
WARNING TO TAXPAYERS BEFORE DECLARATION
Additionally, the Declaration Monitoring Program, which is being implemented for the first time, also targets risky but potentially compliant taxpayers. With this program, taxpayers are contacted before the declaration to inform them about their risk status. Thus, it is aimed that taxpayers submit their declarations more carefully. Special inspectors are assigned to the identified taxpayer groups, and the monitoring process is also carried out in the field. With this application, the inspector-taxpayer interaction is strengthened, and awareness is raised before the audit.
VOLUNTARY COMPLIANCE WITH TAX WILL BE INCREASED
Based on the evaluations made after the declaration and the feedback received from inspectors, the group identified as risky will be reviewed again. Taxpayers who demonstrate necessary compliance and do not pose any further risk will be removed from this scope, allowing for more effective use of audit resources. Thus, the limited audit capacity will be directed towards more accurate targets, increasing both voluntary compliance with taxes and strengthening the effectiveness of tax audits.

In his evaluation, Minister of Treasury and Finance Mehmet Şimşek pointed out that the fight against the informal economy is being carried out resolutely with new methods and techniques both in the field and at the table, and stated: "Our goal is to increase voluntary compliance with taxes through advanced analysis techniques, field audits, and the invitation to explanation mechanism. I invite all our taxpayers to join this voluntary compliance process in this tax before the Finance knocks on their doors.
