The Grand National Assembly of Turkey (TBMM) General Assembly convened under the chairmanship of TBMM Deputy Speaker Gülizar Biçer Karaca. During the meeting, speeches were made regarding well wishes for TBMM Deputy Speaker and DEM Party Istanbul Deputy Sırrı Süreyya Önder, who suffered a heart attack last night, underwent a long surgery, and was taken to intensive care.

THE CONSTITUTIONAL COURT'S 'RIGHT VIOLATION' DECISION ON CAN ATALAY WAS READ

After the speeches, TBMM Deputy Speaker Gülizar Biçer Karaca officially read the Constitutional Court's (AYM) 'right violation' decision regarding Can Atalay, a convicted Gezi case defendant and Turkey Workers' Party (TİP) Hatay Deputy, in the General Assembly.

Reading the decision, Karaca stated: "The speech I am about to make is one that I am sure our Deputy Speaker Sırrı Süreyya Önder will be most pleased and happy to hear. I believe and wish to express here that when he returns to us safely, he will be the first person to express his satisfaction regarding this speech. Esteemed members of parliament, it is beneficial to remind ourselves once again of the provision in Article 6 of the Constitution, which states that sovereignty unconditionally belongs to the nation, as written behind us. Next week, we will come together in this Assembly to discuss National Sovereignty Week, and on that day, we must all remember the arrangement that the nation exercises this right of sovereignty through us, the esteemed members of parliament, whom it elects for a certain period. Therefore, the esteemed Hatay Deputy Mr. Can Atalay, elected by the will of the people of Hatay, was chosen to represent the unconditionally granted right of sovereignty as regulated in Article 6 of our Constitution, and since the day he was elected, he has been unable to fulfill that duty, which has been repeatedly stated as being inconsistent with the Constitution and the legal order in the exercise of this right of sovereignty. Therefore, according to Article 153 of our Constitution, it is evident that the decisions of the Constitutional Court are binding on all institutions and organizations, especially the legislative body, and due to its imperative nature, I have decided to read the ruling part of the Constitutional Court's decision during this process of entering National Sovereignty Week, and I am having this ruling part read by my esteemed colleague, the Secretary member."

USTA: KARACA HAS ABUSED HER POSITION AND ENGAGED IN A PIRATE ACTION

Following the debate, a press conference was held by AK Party Group Deputy Chair Leyla Şahin Usta and some AK Party deputies. Speaking at the meeting, Usta said: "Deputy Speakers manage the sessions on behalf of the TBMM President, and the president decides which sessions will be managed. Any matter not brought to the agenda by the Speaker cannot be presented to the General Assembly. Deputy Speakers do not have discretion. Ms. Karaca knows that she is acting on behalf of the President. She knows that she cannot add to the agenda without the President's approval. She has violated the internal regulations. She has abused her position as Deputy Speaker and engaged in a pirate action.

"THEY HAVE ENGAGED IN AN ENTIRELY IRRATIONAL, INTERNAL REGULATIONS VIOLATING ACTION, IT IS AGAINST THE WILL OF THE NATION"

It seems that the CHP came prepared. After our Secretary member left, despite being warned, she did not take a break. Despite being warned by legislative experts that "you need to take a break," she did not take a break. They have engaged in an entirely irrational, internal regulations violating action, which is against the will of the nation. We were together to express our well wishes to Önder. We leave it to the judgment of the nation that they have fallen into such a pitiful situation as to carry out such a pirate action on such a day. It is no longer possible for her to serve as Deputy Speaker and manage sessions.

"WE DEMAND THE TERMINATION OF THE DEPUTY SPEAKERSHIP"

Other political parties were not aware of this issue.

```
I spoke with the Deputy Group Chair of the DEM Party, Gülistan Koçyiğit, and they informed me that they were also unaware of this situation and expressed their sadness. They are upset that such behavior was exhibited on such a day. This is a violation of the internal regulations, done knowingly and intentionally. The Speaker of the Assembly has abused the authority granted to them. They have continued to preside in a biased manner. This is against the internal regulations; we demand that they do not participate in any session and that the position of Deputy Speaker of the Assembly be terminated.
