The United Nations Security Council has adopted the U.S. resolution proposing the establishment of a Peace Council in Gaza and the deployment of an International Stabilization Force.

The 20-point peace plan for Gaza presented to the world public by U.S. President Donald Trump was voted on in the United Nations Security Council.

Following the vote in the United Nations Security Council, the draft was approved.

INTERNATIONAL FORCE WILL BE ACTIVATED

The draft prepared in parallel with U.S. President Donald Trump's 20-point Gaza plan aims to establish an International Stabilization Force that will operate for at least 2 years, securing Gaza's borders and demilitarizing the region.

Additionally, it is anticipated that a Palestinian police force will be trained, while the Gaza Peace Council is planned to temporarily take over the administration of the region.

HERE IS TRUMP'S 20-POINT PLAN

Trump's 20-point Gaza plan is as follows:

- Gaza will be a region free from threats to its neighbors, devoid of radicalization, and free from terrorism.

- Gaza will be rebuilt for the benefit of the people of Gaza, who have suffered greatly.

- If both sides accept the proposal, the war will end immediately. Israeli forces will be pulled back to the agreed border in preparation for a hostage exchange. During this period, all military operations, including air and artillery bombardments, will be suspended, and the front lines will remain fixed until the conditions for gradual and complete withdrawal are met.

- Within 72 hours of Israel's public acceptance of this agreement, all hostages (both living and deceased) will be returned.

- After all hostages are released, Israel will free 250 prisoners serving life sentences, as well as 1,700 Gazans detained after October 7, 2023, including all women and children. For each Israeli hostage who has lost their life, Israel will return the bodies of 15 Gazans.

- After all hostages are returned, Hamas members who agree to live peacefully together and surrender their weapons will be granted amnesty. Safe passage will be provided to Hamas members wishing to leave Gaza to accepting countries.

- With the acceptance of the agreement, urgent humanitarian aid will be sent to the Gaza Strip. This aid will be in the amounts specified in the humanitarian aid agreement dated at least January 19, 2025. It will include the repair of infrastructure, hospitals, and bakeries, as well as the entry of necessary equipment for debris removal and road opening.

- The distribution of aid to Gaza and entries will be carried out without the intervention of the parties through the United Nations, the Red Cross, and neutral international organizations. The opening of the Rafah Border Crossing will also be subject to the mechanism implemented in the January 19, 2025 agreement.

- Gaza will be temporarily governed by an apolitical, technocratic Palestinian committee. This committee will be responsible for providing municipal and public services to Gazans and will consist of Palestinian experts and international specialists. This administration will be overseen by a new international transitional council called the 'Peace Council.' The chairman of this council will be Donald J. Trump, and its members will include other heads of state and former British Prime Minister Tony Blair. The council will provide the framework and funding for the reconstruction of Gaza. It will operate until the Palestinian Authority completes the necessary reform program and safely takes control of Gaza.

- To rebuild Gaza's economy, an economic development plan will be prepared by a panel of experts who have played a role in establishing modern cities in the Middle East. Investment ideas developed by international groups will also be evaluated.

- As a result of discussions with participating countries, a free economic zone with special customs discounts and privileged trade conditions will be established.

- No one will be forced to leave Gaza. Those who wish to leave will be able to do so freely and return. The population's stay will be encouraged to contribute to the construction of a better Gaza.

- Hamas and other groups will have no role in the administration of Gaza. All military, terrorist, and attack infrastructures (tunnels, weapon production facilities) will be destroyed and will not be rebuilt. The disarmament of Gaza will be conducted under the supervision of independent observers. The permanent removal of weapons will be ensured through a 'disarmament and reintegration' program supported by international funds. The new Gaza will be dedicated to living peacefully with its neighbors and establishing a strong economy.

- Regional partners will guarantee that Hamas and other groups comply with their commitments and that the New Gaza poses no threat to either its neighbors or its own people.

- The U.S., along with Arab and international partners, will establish a temporary International Stabilization Force (ISF) to be deployed in Gaza. The ISF will train and support Palestinian police forces in Gaza. It will consult with experienced Jordan and Egypt on this matter. This force will provide a long-term internal security solution. The ISF will ensure border security in cooperation with Israel and Egypt, prevent the entry of munitions, and facilitate the safe flow of goods for the reconstruction of Gaza.

- Israel will not occupy or annex Gaza. As the ISF provides security, the Israel Defense Forces (IDF) will gradually withdraw from Gaza according to standards and timelines agreed upon with the ISF, guarantors, and the U.S. The IDF will gradually transfer the areas it occupies to the ISF, with the security line being maintained only until it is confirmed that Gaza is completely secure.

- If Hamas delays or rejects this proposal, the above process (including aid operations) will continue to be implemented in the areas that the IDF has transferred to the ISF, which are free of terrorism.

- An interfaith dialogue process will be initiated. The process will be based on values of tolerance and living together in peace. It will aim to change the perspectives of Palestinians and Israelis and highlight the benefits that peace will bring.

- While the reconstruction of Gaza is ongoing and the Palestinian administration fully implements its reform program, a reliable process may finally emerge on the path to self-determination and statehood that the Palestinian people long for.

- The U.S. will initiate a dialogue to discuss a vision of peaceful and prosperous coexistence between Israel and the Palestinians.
