U.S. REPRESENTATIVE PRAISES THE PLAN

Before the vote, the U.S. Permanent Representative to the United Nations (UN), Mike Waltz, stated that the draft is a crucial turning point to end the "conflicts" in Gaza and achieve "sustainable" peace.

Waltz reminded that the draft is based on U.S. President Donald Trump's 20-point "peace plan for Gaza," which has the support of countries such as Qatar, Egypt, Turkey, Saudi Arabia, the United Arab Emirates (UAE), Pakistan, and Indonesia.

Waltz said, "I ask you, if the Arab countries, the Muslim countries, the Palestinians, and the Israelis, who are the most affected region, can accept this decision, who can oppose it? There is an old saying in our region: You can't be more Catholic than the Pope." He called on all countries to vote "yes."

RUSSIA AND CHINA ABSTAIN

Russia's UN Permanent Representative Vassily Nebenzia, who voted "abstain," argued that the draft does not take into account the "fundamental elements" related to legal issues.

Nebenzia stated, "There is no certainty regarding the timeline for transferring control of Gaza to the Palestinian authority, the Peace Council, and the National Stabilization Force. According to the adopted decision text, the ISF seems to be able to operate completely autonomously, regardless of the position or opinion of Ramallah (the Palestinian Authority)."

Nebenzia also claimed that the decision "reminds of colonial practices, the League of Nations, and the British Mandate for Palestine, where the views of the Palestinians are not taken into account."

China's UN Permanent Representative Fu Cong shared similar concerns, stating that the decision is "incomplete and extremely worrying in many aspects," noting that it is a decision that is "unclear and not specific on many critical issues."

Cong evaluated, "The draft decision summarizes post-war governance arrangements for Gaza, but Palestine is almost invisible in this draft, and Palestine's sovereignty and ownership are not fully reflected."

HAMAS REACTS

Hamas reacted to the adopted decision. In a statement, it expressed that the UNSC decision imposes international guardianship on Gaza. Hamas also reacted by stating that "the appointment of an international force to Gaza undermines the neutrality of the force and makes it a party to conflicts in favor of Israel."

Stating that all forms of resistance against Israel are legitimate, Hamas also announced that it refuses to lay down arms.

TRUMP'S STATEMENT

U.S. President Trump stated, "The UNSC decision officially endorses the Peace Council that I will lead, which will include the world's strongest and most respected leaders."

Trump expressed that the members of the council will be announced in the coming weeks, thanking Turkey, Qatar, Egypt, the UAE, Saudi Arabia, Indonesia, and Jordan for supporting the peace efforts.

GUTERRES PLEASED WITH THE ADOPTION OF THE DRAFT

UN Secretary-General Spokesperson Stephane Dujarric also made a written statement, indicating that Secretary-General Antonio Guterres is pleased with the outcome.

Dujarric stated, "The Security Council's adoption of the decision regarding Gaza is an important step towards consolidating the ceasefire. The Secretary-General encourages all parties to comply with this decision."

U.S. GAZA DRAFT

The U.S. Gaza draft, which has been reflected in the public, emphasizes the importance of President Donald Trump's 20-point Gaza plan and the Gaza peace plan signed by the U.S., Turkey, Qatar, and Egypt in Sharm el-Sheikh, indicating that the process will continue within this framework.

The decision text emphasizes that the ceasefire in Gaza must be fully implemented by all relevant parties and states that the reconstruction and rebuilding process of Gaza will be carried out under the umbrella of a structure called the "Peace Council," which has international legal status.

The text states, "After the Palestinian Authority's reform program is fully implemented and the reconstruction of Gaza reaches a certain point, the right of the Palestinian people to self-determination and a comprehensive path towards statehood will finally emerge."

The adopted decision states that the authority of the Peace Council and other international civil and security entities established alongside it will last until December 31, 2027, and that the council may extend this period with a further decision.

EMPHASIS ON THE INTERNATIONAL STABILIZATION FORCE

Another prominent element in the U.S. Gaza draft is the International Stabilization Force (ISF) that will operate in Gaza.

The text notes that the Peace Council is authorized to establish the ISF, stating, "The forces (to join the ISF) will be provided by participating states and will work in close consultation with Egypt and Israel."

The decision states that the ISF will operate in the following areas "together with a new and reliable Palestinian police force": ensuring the security of border areas, stabilizing the security environment in Gaza, ensuring the disarmament of Gaza (including the destruction and prevention of military, terrorist, and administrative infrastructures, and the permanent disabling of weapons), protecting civilians and supporting humanitarian operations, providing support to the Palestinian police force, and coordinating with relevant states on humanitarian corridors.

It was emphasized that the ISF will withdraw from Gaza in accordance with the disarmament standards and timeline determined by the U.S., Israel, and guarantor countries, and during this process, it will carry out monitoring tasks for the ceasefire and the maintenance of stability.

The text also stated that humanitarian aid to Gaza will be delivered through organizations such as the UN, the International Red Cross, and the Red Crescent, and that the World Bank and other financial institutions should play a role in the reconstruction and development process of the region.
