Muhsin Musa-Abadi, Head of the Traffic Department of Razavi Khorasan Province, stated that the car traveling at high speed first collided with another vehicle, and then the driver lost control and plowed into the crowd. Musa-Abadi said that during the initial checks, the detained driver appeared to be in an abnormal state, but he did not provide details.
