Türkiye, Qatar, Pakistan, and Indonesia signed the Badr Memorandum of Understanding to strengthen cooperation in the defense industry. The memorandum, signed in Doha, the capital of Qatar, covers joint military production, technology transfer, research and development (R&D), and technical training. The goal is to establish a multilateral defense industry production network among the four countries.
The “Bedir” Memorandum of Understanding was signed between Türkiye, Qatar, Indonesia, and Pakistan in Doha, aiming for cooperation in military production, training, research, and development.
DEFENSE MINISTERS OF 4 COUNTRIES SIGNED
At the signing ceremony held in Doha, Türkiye was represented by Minister of National Defense Yaşar Güler. Qatari Minister of State for Defense Affairs Sheikh Saud bin Abdulrahman bin Hassan Al Thani, Indonesian Defense Minister Sjafrie Sjamsoeddin, and Pakistani Defense Minister Khawaja Muhammad Asif also signed the memorandum.
With the memorandum named “Bedir,” meaning full moon, the aim is to transform the existing cooperation of the four countries in the defense industry into a more comprehensive and multilateral structure.
JOINT WEAPONS PRODUCTION AND TECHNOLOGY TRANSFER
In the process to be carried out under the coordination of the Presidency of Defense Industries, the goal is for cooperation among the countries not to remain limited to the supply of military platforms and equipment.
Within this scope, it is planned to develop joint production projects, integrate supply chains, and increase defense technology and information transfer.
The memorandum also envisages strengthening the military capabilities of the four countries, supporting technical military training activities, and developing joint R&D efforts.
NO MUTUAL DEFENSE CLAUSE
One of the notable details of the Bedir Memorandum is that its scope is limited to defense industry cooperation.
While the memorandum regulates joint military production and technology development processes among the countries, it does not include a mutual defense clause that obligates other countries to intervene militarily in the event of an attack on one of the parties.
TÜRKİYE HAS DEFENSE COOPERATION WITH 3 COUNTRIES
Türkiye currently has various defense industry projects with the countries party to the memorandum.
Qatar's military inventory includes Bayraktar TB2 armed unmanned aerial vehicles, armored vehicles, and gunboats. BARQ, established as a joint venture between ASELSAN and Barzan Holding, also produces remotely controlled weapon systems in Qatar.
The PN MİLGEM corvette project, carried out with Pakistan with ASFAT as the main contractor, stands out as one of the important defense industry cooperations between the two countries.
With Indonesia, technology transfer and serial production work continue within the scope of the KAPLAN MT medium-class tank project jointly developed by FNSS and PT Pindad.
CAME AFTER THE MECCA DEFENSE PACT
The signing in Doha came after the Mecca Defense Pact, which was stated to have been signed between Türkiye, Pakistan, and Saudi Arabia in August.
With the Bedir Memorandum, Türkiye aims to go beyond bilateral agreements in the defense industry and increase multilateral production, technology development, and supply chain cooperation.
