In the Edirne Municipality, CHP council member and zoning commission member lawyer E.Y. (42) was detained upon allegations that he demanded a bribe of 200,000 euros from contractor Nazmi Ö. (72) in exchange for zoning approvals. Footage emerged showing the moments when E.Y. and Nazmi Ö. met and negotiated the bribe, with E.Y. heard saying in the video, 'The friends over there are from the police.'
Nazmi O. (71), who works as a contractor in Edirne, went to the Provincial Police Department's Anti-Smuggling and Organized Crime Branch Directorate on August 23 and stated that he started construction in the Kavgaz location in 2013 with the permit approval he received from the municipality, but when he went to renew the permit in 2016, he was told that there was a problem with the building's distance to the road and that it needed to be demolished.
DELIVERY IN BULGARIA REQUIRED FOR PERMIT APPROVAL
Nazmi O., who said he could not make progress on his construction for years, stated that on August 17, a lawyer he knew from before, E.Y., called him, claiming to be the chairman of the municipal zoning commission and saying he could obtain the necessary permit approval, and asked to meet. They met the same day at a cafe in front of the Edirne Courthouse. Nazmi O. alleged that E.Y. demanded 200,000 euros from him and said he wanted to receive the money in Bulgaria.
BRIBE NEGOTIATION ON CAMERA
Upon Nazmi O.'s application, a decision was made for 'determination, interception, and recording of communications, and surveillance through technical means.' Under the coordination of the Edirne Chief Public Prosecutor's Office, upon receiving information that Nazmi O. would meet E.Y. at the Uc Serefeli Mosque in Edirne, the police took necessary precautions. Audio and video recording devices were set up at the meeting point.
"THE FRIENDS THERE ARE FROM THE POLICE"
During the meeting between Nazmi O. and E.Y., which was also recorded on video, the following dialogue took place:
- E.Y: You handle your business, come to our office for 5 minutes. You'll come for 5 minutes, what will happen?
- Nazmi O: I won't come to the office, brother. You doubted me, I won't come to the office. You know best.
- E.Y: It's not because I doubt you, the friends there are from the police.
- Nazmi O: Which ones?
- E.Y: Those sitting in the back, don't look now, don't look. Don't cause trouble.
- Nazmi O: You know best, brother. I don't understand. They might have come to the police station here.
- E.Y: Could be, could be anything.
- Nazmi O: I only know Turgay. He looks at documents at the courthouse, he's police.
- E.Y: You come to the office after your business is done. I'm handling this place.
DETAINED AFTER 10-MINUTE MEETING
After the meeting, which lasted approximately 10 minutes, E.Y. was detained by the police on charges of 'bribery.' In accordance with the decision from the Criminal Judgeship of Peace, searches conducted at the suspect E.Y.'s home and law office led to the seizure of 4 computers, 2 notebooks, and documents consisting of 5 pages. Additionally, another investigation was launched against E.Y. for the crime of 'laundering assets derived from crime.' The Edirne Chief Public Prosecutor's Office instructed law enforcement to initiate the necessary investigation to determine the suspect's asset movements, who exercised his right to remain silent, and to obtain a MASAK report regarding him.
