MHP Deputy Chairman and Istanbul MP İsmail Faruk Aksu, regarding the fund bill discussed in the Grand National Assembly of Turkey Plan and Budget Committee, said, "In the fund market, in municipalities, wherever it may be, no matter how far up it goes, these must definitely be investigated." Emphasizing that public losses must definitely be disclosed, Aksu said, "Whether it is the sixth, whether it is a municipal official, whether it is a fund person, it makes no difference, investigations should be carried out regarding these."
Aksu of the MHP said during the committee deliberations on the Draft Law on Certain Investment Funds Decided to Be Liquidated that they regard fighting lawlessness and irregularities as a national responsibility. Aksu called for the protection of the rights and law of victims and for criminals to be exposed.
“WHOEVER HAS LAID A HAND ON THE ORPHAN’S RIGHTS MUST BE HELD ACCOUNTABLE”
Taking the floor on the entire proposal, Aksu stated that their stance and principles as a party were clear and said the following:
“In the fund market, in municipalities, wherever it may be, no matter who it reaches, these must definitely be investigated, those responsible must be exposed, and whoever has laid a hand on the orphan’s rights or public property must definitely be held accountable. If there are victims, their rights and law must also be protected. This is our general principle. Here too there are definitely victims and criminals. The competent institutions of our state are following these.”
“AN EROSION OF CONFIDENCE IN THE MARKETS MUST NOT BE CREATED”
Emphasizing that an erosion of confidence in financial markets and the economy must not be created, Aksu stated that stability, predictability, and confidence in the markets must be taken as essential. Aksu noted that attempts to sabotage these, as well as exploitation and manipulation, must definitely be avoided.
“PUBLIC LOSSES MUST DEFINITELY BE DISCLOSED”
Emphasizing that crime is individual and cannot be attributed to any institution or group, Aksu continued his remarks as follows:
“There are people here who have committed crimes. Undoubtedly, the pit a person falls into is a manifestation of their own will. It cannot be attributed to an institution, a value and belief, an idea, or a group. Whoever those people are, they must definitely be exposed. Wherever it occurs, the issue must be viewed within the framework of law, not from the perspective of immorality, corruption, or bribery. Sufficient communication, information, and enlightening the public with correct information in a convincing manner are extremely important in this process. Public losses must definitely be disclosed. They exist in municipalities, and in other areas as well. If it is a gold dealer, then a gold dealer; if it is a municipal official, then a municipal official; if it is a fund manager, then a fund manager; it makes no difference; investigations must be carried out regarding these.”
CRITICISM OF THE PROPOSAL FROM THE OPPOSITION
Opposition deputies who took the floor in the committee argued that the proposal was incomplete. New Party Istanbul Deputy Özgür Karabat said, “This regulation is not a legislative proposal that solves the problem,” and claimed that the “voluntary return” mechanism in the proposal was unclear. DEM Party Antalya Deputy Hakkı Saruhan Oluç claimed that a network had been established for fund embezzlement in the capital markets, and said that there was no regulation in the proposal concerning the protection of small investors.
CHP Karabük Deputy Cevdet Akay stated that the investigations concern approximately 4.5 million people together with their families, and expressed that those who earned money improperly should be punished with imprisonment if necessary. İYİ Party Samsun Deputy Erhan Usta asked that a solution be found for the victimization of large investors who are not named in the investigations, while New Path Party Adana Deputy Sadullah Kısacık proposed establishing a task force composed of experts to collect the funds.
ÖZLALE QUESTION FROM AK PARTY
AK Party Uşak Deputy İsmail Güneş, on the other hand, stated that those who committed crimes would be held accountable before the law and claimed that there were attempts to wear down the government through the fund investigations. Recalling New Party İzmir Deputy Ümit Özlale’s allegations against Minister of Family and Social Services Mahinur Özdemir Göktaş and her family, Güneş asked, “How and from whom did Ümit Özlale obtain the information that the Minister could not obtain from the SPK?”
After the speeches, Committee Chairman Mehmet Muş gave the floor to representatives of public institutions and organizations to answer the questions.
