Businessman Adem Kameroğlu, who is making his defense in the Istanbul Metropolitan Municipality (IBB) case, alleged that the municipality demanded a 5 million Euro bribe for the permit of the Capacity AVM parking lot. Kameroğlu said, 'The AVM's parking lot was blocked by the municipality. A 5 million Euro bribe was demanded by the municipality to re-license the parking lot.' After Necati Özkan claimed he delivered 2 million TL by hand in a sports bag, Kameroğlu defended himself by swearing on his children that he did not receive the money.
The 68th hearing of the case filed within the scope of the corruption investigation against the Istanbul Metropolitan Municipality (IBB) was held by the Istanbul 33rd Heavy Penal Court in the new courtroom located within the Marmara Closed Prison complex in Silivri.
"I GAVE HIM MORE THAN 30 APARTMENTS" At the hearing, businessman and non-custodial defendant Adem Kameroğlu connected via the Audio and Visual Information System (SEGBIS) and made his defense. The defendant said, "I heard that Necati Özkan had a political consultancy and advertising relationship with Ekrem İmamoğlu. I gave him more than 30 apartments. I'm glad I did, thanks to this I was able to give the title deeds to people waiting for apartments from me. We did not take any money from Ekrem İmamoğlu and Mehmet Murat Çalık; if we had, I would have said so. We had a project to build a villa for İmamoğlu. In this project, we discussed what İmamoğlu and his family wanted for the villa."
HE ANSWERED İMAMOĞLU'S QUESTION: WE FELT WE HAD TO DO THESE THINGS During his defense, defendant Kameroğlu was asked questions by the detained defendant Ekrem İmamoğlu. İmamoğlu asked the defendant, "You accompanied us to tour the independent villa. Did you get confirmation from my wife by saying, 'There are some things we like, we will deliver them to you later'? You spoke as if we had asked for something from you after receiving the villa."
Defendant Kameroğlu said, "I meant that the villa would be finished to a first-class standard. In our meeting, you just showed us around without explaining what would be done regarding the pools and other areas."
İmamoğlu said, "I didn't get an answer to my question. What did we threaten you with, was there an unlawful procedure? We took it from you to create a living valley and brought it to public use. You did not gain any benefit."
Upon this, the defendant said, "I didn't say you pressured us. We felt we had to do these things." Then, the defendant İmamoğlu said, "Well, I got my answer."
Adem Kameroğlu (Left) - Ekrem İmamoğlu (Right) "THE MUNICIPALITY DEMANDED 5 MILLION EUROS IN BRIBES FOR THE RE-LICENSING OF THE PARKING LOT" Regarding the parking lot and license problems at the Capacity Shopping Mall in Bakırköy, defendant Adem Kameroğlu continued his defense, saying, "At that time, my partners informed me that there was a licensing problem in this area. I did not directly witness the parking lot and licensing problems at Capacity Mall. I only heard about them from my partners. I was not actively involved in the mall's board of directors. My brother Alaattin Kameroğlu was the board member. The municipality obstructed the mall's parking lot, forcing it to be used for free for about 4 years. Unfortunately, the mall's parking lot was blocked by the municipality there. It was forced to be used completely free for over 4 years. The Capacity Mall management took the issue to the prosecutor's office. The municipality demanded 5 million Euros in bribes to re-license the parking lot. So, this money was demanded for a property we own. The conciliation process regarding this issue is still ongoing."
The court president asked the defendant, "Were you directly involved in the meetings during this process? Did you personally witness the bribery incidents you mentioned?" Kameroğlu said, "No, I never was." Continuing his defense, defendant Kameroğlu said, "I didn't visit Capacity Mall much. There is a board of directors to manage the mall's affairs. I also don't want to interfere with the board's work."
The court president told defendant Adem Kameroğlu, "As far as I understand, your information on this issue is based on what you heard from your partners." Kameroğlu replied, "Yes."
"THE 1 MILLION 500 THOUSAND LIRAS SHOWN IN THE SALE WERE REFUNDED. PART OF THE PAYMENT WAS REFUNDED BY THE FORMER DEPUTY MAYOR OF BEYLİKDÜZÜ" Continuing his defense, Kameroğlu said, "No money entered Kameroğlu Construction's cash register for villa number 155. The 1 million 500 thousand liras shown in the sale were refunded. Part of this amount was refunded by me, and part by the former Deputy Mayor of Beylikdüzü, Veysel Erçevik."
Upon this, İmamoğlu said, "I do not accept this accusation, I do not find it true either," and added, "Kameroğlu's statements about the villa and furniture differ from our conversations during the meeting. The villa was left incomplete, and they created the impression that we demanded additional work from them."
"WHEN SUCH A REQUEST CAME FROM İMAMOĞLU, IT WAS IMPOSSIBLE FOR ME TO REFUSE IT" Upon this, Kameroğlu said, "The garden and pool installations for all 112 residences in the villa project were not done by us, but we carried out the work on the villa built for İmamoğlu and his family. When such a request came from İmamoğlu, it was impossible for me to refuse it."
"WE ARE IN A POSITION TO ACCOUNT FOR THE LEGAL SITUATION" At the hearing, defendant Adem Kameroğlu was asked questions by the lawyer from the Ministry of Interior. The ministry lawyer asked Kameroğlu whether the apartments in question were connected to any irregularity. Kameroğlu said, "The Council of State certified that there was no violation of the permit. The title deeds, permits, and legal situations of the constructions were inspected. We went through difficult times due to the process. At the point we have reached today, we are in a position to account for the legal status of the structures in question."
Continuing his defense, Kameroğlu also mentioned that the furniture made for the villas was ordered and documented, saying, "At the end of the day, the villa was built and furnished. A male architect was already following all the work. In fact, everything from the construction of the second floor, garden landscaping, walking paths, to filling the pool and making it usable, was all done within Kameroğlu Construction."
