The penalty package submitted to Parliament imposes stricter sanctions on probationary drivers. For violations such as drifting, cutting lanes, and failing to yield to vehicles with priority, probationary driver licenses will be permanently revoked. Since 2017, 161,347 probationary drivers have had their licenses revoked.
As part of the new omnibus bill submitted to the Parliament, an important regulation for provisional drivers is being implemented. According to the bill, provisional drivers who commit violations that seriously endanger traffic safety, such as drifting, weaving through traffic, and failing to yield to vehicles with priority passage rights like ambulances and fire trucks, will have their licenses revoked.
In the current practice, driver's licenses are temporarily suspended for a certain period due to such violations. With the new regulation, it is envisaged that the license will be permanently revoked in order to be more deterrent for provisional drivers.
LICENSES OF MORE THAN 161 THOUSAND PROVISIONAL DRIVERS HAVE BEEN REVOKED
According to the impact analysis, a total of 161,347 provisional drivers had their licenses revoked from 2017 to June 17, 2026.
The biggest reason for license revocations was driving under the influence of alcohol, drugs, or stimulants. In this context, 123,072 provisional drivers had their licenses revoked.
The data also revealed that sanctions against provisional drivers have increased in recent years. Last year, 31,978 licenses were revoked, reaching the highest annual figure since 2017.
MORE THAN 3.4 MILLION PROVISIONAL DRIVERS EXIST
According to the information in the impact analysis, there are 38,907,247 driver's license holders in Turkey. Of these, 3,402,075 are provisional drivers, and the proportion of provisional drivers among all drivers is at 8.7 percent.
