The government, which is accelerating its efforts to make changes in the Labor Law, will discuss the 'flexible working' model in the public sector with 4 different formulas. It is being discussed that as a result of the regulation that concerns millions of people, working hours will be reduced to 35 hours in the public sector and 40 hours in the private sector.

FOCUSING ON 4 DIFFERENT FORMULAS

It is learned that 4 different formulas regarding amendments to the Labor Law will be worked on. Accordingly, it is emphasized that the studies will be carried out under the headings of "Remote working model, Part-time working model, Variable working hours model, and Academic education working model".

COVERING CERTAIN PROFESSIONAL GROUPS

It is stated that the flexible working model will be adapted to the professions of the era and will not cover every professional group. It is mentioned that the Labor Law will be reshaped according to today's conditions and different formulas will be evaluated. It is stated that the flexible working model will cover, for example, some engineering fields, digital fields that have become the profession of the era and are mostly used by young people.

35 HOURS IN PUBLIC SECTOR, 40 HOURS IN PRIVATE SECTOR

Although there has not been an official statement regarding the subject yet, it is discussed that the working hours in the public sector will be reduced to 35 and in the private sector to 40 as a result of the regulation to be made in the Labor Law.

EMPLOYERS AGAINST THIS SITUATION

Since the shortening of working hours will bring up the concept of daily wage, especially employers in the manufacturing and service sectors are not very enthusiastic about this situation.

CURRENT SITUATION OF WORKING HOURS

According to the Labor Law, the working time in the public sector is 40 hours per week, while it is 45 hours in the private sector... For employees working under the worker status, each work exceeding this 45-hour working time enters overtime and is remunerated. Remuneration is applied as 50% more of the wage to be paid for each hour of overtime. For example, the hourly minimum wage is 88.90 Turkish lira today, and the employee should be paid 133 lira for each hour of overtime worked. The weekly 45-hour working time can be divided if agreed upon by the employee and the employer. This time can be divided into 6 days, 3 days, or even differently, and can be worked in 24-hour shifts. However, the weekly working time cannot be exceeded. Different practices may also exist in some professional groups such as healthcare services.

WHAT IS THE CURRENT SITUATION IN THE WORLD?

In Turkey, working hours are longer compared to Europe. The average weekly working time in European Union countries is around 36.4 hours and it is moving towards a 35-hour working time. In the USA, it varies between 35-40 hours. Similarly, in Germany, it varies between 35-40 hours, and in the UK, it is 37.5 hours. In our country, trade unions bring up the 35-hour working time in every platform and collective bargaining agreements.
