Vice President Cevdet Yılmaz made a statement on his social media account regarding problems experienced in certain funds. Stating that ordinary liquidations are continuing rapidly and that legal regulations for extraordinary liquidation are on Parliament's agenda, Yılmaz argued that portraying measures targeting problematic funds as if they were aimed at the entire market harms investors. Yılmaz said, “Whoever has carried out or carries out an unlawful transaction must undoubtedly bear the consequences.”

Vice President Cevdet Yılmaz announced that administrative and judicial measures are being implemented in coordination against the problems that have recently emerged in the fund market. Yılmaz called for well-functioning funds not to be left under suspicion.

EXTRAORDINARY LIQUIDATION REGULATION ON PARLIAMENT’S AGENDA

Emphasizing that capital markets have an important place in the development process, Yılmaz stated that the Fund Coordination Board, which he chairs, is working intensively. Yılmaz said, “Administrative and judicial measures regarding the problems experienced in a certain segment of the fund markets are being implemented decisively and in coordination. Ordinary liquidations are being carried out rapidly; legal regulations for extraordinary liquidation are on our Parliament’s agenda. Intensive and multi-faceted efforts are being made to return unjust and excessive gains to the system and pay them to investors.”

“HEALTHY FUNDS SHOULD NOT BE LEFT UNDER SUSPICION”

Noting that it is wrong to distort the measures taken and to put all capital markets and well-functioning funds under suspicion, Yılmaz recalled that he had made a similar warning about 10 months ago. Yılmaz had stated that he found it wrong that regulations concerning some funds that were exploited at that time were perceived as if they were aimed at the entire market.

Arguing that funds operating in compliance with the rules make up more than 90 percent of the market, Yılmaz said, “I state that the perceptions created as if the measures taken regarding problematic funds were aimed at funds operating in compliance with the rules and constituting more than ninety percent of the market harm the system and investors. While liquidating diseased structures, we are acting with an approach that does not harm the body.”

“INVESTING IS NOT A CRIME, MANIPULATION IS A CRIME”

Emphasizing that investing in funds, stocks, and other capital market instruments is not a crime, Yılmaz said that, on the contrary, it is a policy supported in plans and programs. Yılmaz said, “However, unlawful transactions in these areas and disrupting the market, committing fraud and manipulation are crimes. Failure to make this distinction clearly will harm both investors and our economy.”
