DEVA Party Chairman Ali Babacan gave full support to the Draft Law on Strengthening National Solidarity and Social Integration, which aims to end terrorism and the disarmament process, describing its submission to the Turkish Grand National Assembly as an "important and positive stage." Stating that the draft is a valuable step to remove terrorism from the country's agenda, Babacan criticized the process being carried out behind closed doors while emphasizing that the principle of equality must be observed.

Ali Babacan, Chairman of the DEVA Party, gave full support to the submission to the Turkish Grand National Assembly (TBMM) of the "Proposal for the Law on Strengthening National Solidarity and Social Integration," known as the Framework Law, which aims to end terrorism. Describing the process as an "important and positive stage," Babacan made critical warnings to the government regarding transparency, the method of collecting signatures behind closed doors, and inclusiveness.

"THIS STEP TAKEN TO END TERRORISM IS VERY VALUABLE"

Stating that they welcome the inclusion of the law proposal, which covers the dissolution of the PKK/KCK terrorist organization and the process of laying down arms, on the Parliament's agenda, Babacan said in his statement:

"After a very long time, we see the submission to the TBMM of the law proposal aiming to complete the process of the dissolution and liquidation of the PKK/KCK terrorist organization with all its elements and the delivery of all weapons and ammunition under its control as an important and positive stage. It is valuable that the law proposal is largely consistent with the sixth section of the TBMM Commission report published with a joint signature."

"TRANSPARENCY IS A MUST; GATHERING SIGNATURES BEHIND CLOSED DOORS IS NOT RIGHT"

Listing his criticisms regarding the way the process is conducted, the DEVA Party leader emphasized that social legitimacy can only be achieved through transparency:

"We also want to state that we do not find the method of gathering signatures behind closed doors without presenting a final text in such a vital process appropriate. Social legitimacy can only be achieved through transparency, consultation, and full trust and respect for the will of the Parliament."

"EXCLUDING PEOPLE IN SIMILAR SITUATIONS WEAKENS JUSTICE"

Emphasizing that the legal regulations in the proposal should be applied fairly and equally, Babacan stated that they expect the deficiencies to be completed in the Parliamentary commission and said the following:

"We consider the proposal's failure to observe the principle of equality before the law and its differential treatment of individuals as a significant deficiency. The complete exclusion of other detainees, convicts, and defendants with similar legal conditions weakens the sense of justice. We hope that these deficiencies will be addressed during the Commission's work. It is our greatest wish that the proposal becomes law and is implemented successfully, completely removing terrorism from the country's agenda."

"DEMOCRACY AND REFORM STEPS MUST DEFINITELY BE TAKEN"

Ali Babacan, who argued that steps should also be taken in the fields of democracy and law in parallel with the law proposal, concluded his speech with the following words:

"What Turkey needs is a transparent and inclusive approach that strengthens the law while ending terrorism, protects the sense of justice while achieving social peace. Therefore, we remind the government once again that the steps to be taken in the fields of law, justice, democracy, and freedoms, included in the seventh section of the Commission report, must definitely be taken. As the DEVA Party, we will continue to advocate and support both a Turkey where terror and violence have ended and an understanding of solution that does not compromise the principles of the rule of law and equality."
