New legislative proposals have been submitted to the Grand National Assembly of Turkey to expand the right to a green passport. It is envisaged that pilots, engineers, architects, physicians, dentists, veterinarians, and pharmacists will be able to obtain a green passport if they meet certain seniority requirements. The regulations have not yet been enacted into law.
New legislative proposals have been submitted to the Grand National Assembly of Turkey (TBMM) to increase the number of professional groups that can benefit from the special stamped passport known as the green passport. With the proposals brought onto the agenda of the TBMM Internal Affairs Committee, the aim is to grant the right to a green passport to 7 more professional groups, in addition to the current practice, under certain conditions.
GREEN PASSPORT PATH FOR 7 PROFESSIONAL GROUPS
The proposals include pilots, engineers, architects, physicians, dentists, veterinarians and pharmacists. In order for these professional groups to obtain a green passport, conditions such as professional seniority and actual working time are envisaged.
5-YEAR REQUIREMENT FOR PILOTS, 10 YEARS FOR ENGINEERS AND ARCHITECTS
According to the legislative proposals, pilots must have actually flown for at least 5 years after obtaining their license.
For engineers and architects, the requirement that they be members of the Union of Chambers of Turkish Engineers and Architects (TMMOB) and have at least 10 years of professional seniority stands out.
15 YEARS ENVISAGED FOR PHYSICIANS AND PHARMACISTS
A longer seniority period is envisaged for professional groups working in the health sector.
According to the proposals, physicians, dentists, veterinarians and pharmacists must have actually worked in the public or private sector for at least 15 years.
WHO WILL BE GRANTED A GREEN PASSPORT?
The professional groups included in the proposals and the envisaged conditions are as follows:
- Pilots: 5 years of actual flight experience
- Engineers: TMMOB membership and 10 years of seniority
- Architects: TMMOB membership and 10 years of seniority
- Physicians: 15 years of actual work
- Dentists: 15 years of actual work
- Veterinarians: 15 years of actual work
- Pharmacists: 15 years of actual work
THE REGULATION HAS NOT YET BEEN ENACTED
The regulations aimed at expanding the scope of the green passport are still at the proposal stage.
For the proposals to enter into force, they must be discussed in the relevant committees, accepted by the TBMM General Assembly and complete the legislative process. Therefore, a new green passport right has not yet arisen for the specified professional groups.
