Justice Minister Georgi Georgiev stated in a press release that the nursing homes have turned into "houses of horror." Georgiev said, "The people here have been sedated, tied to their beds, tortured, and abused." He reported that some elderly people were taken to the hospital and others were transferred to different places, adding, "No one has ever seen such a horror. Some of the inspectors came out crying after seeing the situation."

Georgiev stated that the elderly in the nursing homes were held like prisoners and subjected to cruel treatment, saying: "The doors were locked, the inside handle of the windows was removed, hygiene conditions were disgusting, there were no bed sheets. Their phones were taken away, people had no connection to the outside world, and they had no identity cards. There was no continuous health care. The doctor only came when someone died. Unqualified individuals were injecting unidentified medications into those elderly people."
