Montenegro's Ministry of Foreign Affairs announced that starting November 1, 2026, visa requirements will be imposed on citizens of five countries, including Turkey, within the framework of negotiations with the European Union (EU).
Montenegro has fully aligned its visa policy with that of the European Union (EU), thereby fulfilling one of the final criteria for closing the 24th chapter of its EU accession negotiations.
VISA REQUIREMENTS FOR TURKISH CITIZENS FROM NOVEMBER 1
Within the framework of changes to the visa regime regulation, Montenegro's Ministry of Foreign Affairs announced that citizens of Turkey, China, Russia, Saudi Arabia, and Belarus will need to obtain a visa to enter Montenegro starting November 1, 2026. According to the Montenegrin government's regulation, citizens of these countries may continue to benefit from the current visa regime until the end of October.
VISA-FREE STAY PERIOD REDUCED TO 30 DAYS LAST YEAR
Following the events and protests in the capital Podgorica at the end of last year, the Montenegrin government decided on October 27, 2025, to temporarily suspend the visa-free travel arrangement for Turkish citizens. On December 23, 2025, the government lifted the suspension but reduced the visa-free stay period for Turkish citizens from 90 days to 30 days.
Montenegro aims to become the 28th member of the EU by 2028 as part of its accession negotiations.
