New era in BES: Two new items are being added to the partial payment right

The scope of situations in which savings can be partially withdrawn in the Private Pension System (BES) is being expanded. According to the Presidential 2027 Program, paid military service and the Hajj pilgrimage will also be added to the partial payment right granted for home purchase, marriage, and disaster situations. Participants will be able to use part of their savings for these needs without leaving the system. In addition, it is aimed to reduce BES deductions and to expand payment models that provide regular income in retirement.

New regulations are being prepared to make it easier for participants in the Private Pension System (BES) to access their savings. According to the Presidential 2027 Program, both the scope of the partial payment right will be expanded and the deduction and fund structure in the system will be reconsidered.

MONEY CAN BE WITHDRAWN FROM SAVINGS FOR PAID MILITARY SERVICE AND HAJJ

In the current practice, BES participants can use part of their savings without exiting the system in certain cases such as home purchase, marriage, and natural disasters.

With the new regulation, paid military service and the Hajj pilgrimage will also be included in this right. Thus, participants will be able to request a partial payment for these needs without terminating their BES contracts.

It is planned to complete and put into effect the necessary legislative changes for the implementation of the practice.

DEDUCTIONS IN BES WILL BE REDUCED

Within the scope of the program, legislation will be updated to simplify and reduce the deductions made from participants in BES.

In the Automatic Enrollment System (OKS), fund options suitable for employees' different investment preferences and risk levels will be increased.

REGULAR INCOME MODEL IN RETIREMENT WILL BE ENCOURAGED

Another pillar of the regulations will be payment options during the retirement period.

Instead of withdrawing their savings in one lump sum, BES participants who retire will be encouraged to obtain regular income through programmed repayment or annuity insurance.

With this practice, it is aimed to provide income security for participants by spreading retirement savings over a longer period.

TOTAL FUND SIZE EXCEEDED 2.5 TRILLION LIRA

According to the data in the Presidential 2027 Program, as of September 30, 2026, the number of BES participants reached approximately 10.4 million.

The total fund size in the system was 2 trillion 397.7 billion lira, while the number of retirees rose to 510,846.

In the same period, the number of employees covered by the Automatic Enrollment System was recorded as approximately 7.9 million, and the fund size as 161.9 billion lira.

Thus, the total fund size of BES and OKS reached 2 trillion 559.6 billion lira.
