The Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, announced the changes to be made in the regulations to reduce the problems encountered in the use of electric scooters and to enhance safety. With the new regulation, it will be mandatory for at least 30% of electric scooters to be sourced from domestic production.

The Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, stated that there will be a regulation in the Electric Scooter Regulation, saying, "In order for the products used to meet a certain standard, 30% of the electric scooters provided by operators will be sourced from domestic production locations."

SPEEDS WILL BE AUTOMATICALLY REDUCED

Uraloğlu, in a written statement, reported that the regulation related to shared electric scooter usage was enacted in 2021 to minimize the uncertainties, problems, and negative impacts on the environment. He noted that significant changes would be made to the existing regulation due to emerging needs, stating that the regulation covers a wide range of topics from the automatic reduction of electric scooters' speeds to the domestic production requirement.

Uraloğlu pointed out that the regulation was prepared considering the observations and needs of the sector, and made the following assessment: "With the regulation we will implement, we will impose an obligation on businesses to share the usage data obtained from electric scooter activities recorded in the transportation database of the Ministry of Transport and Infrastructure with law enforcement and municipalities. This will allow us to increase inspections and enhance driving safety."

"WE WILL PREVENT ELECTRIC SCOOTERS FROM ENTERING RESTRICTED AREAS"

Uraloğlu drew attention to the fact that they would make significant changes to ensure traffic order and safety, as well as compliance with speed limits, stating: "We will prevent electric scooters from entering restricted areas. Electric scooters entering roads with high speed limits will be detected, and warnings will be sent to users by operators. Operators will automatically reduce the speeds of electric scooters entering prohibited areas. Businesses that do not take necessary measures regarding speed limits will be fined 6,923 lira. Complaints received by electric scooter businesses' call centers and mobile applications will be resolved as quickly as possible. Users will be informed about their security obligations. Businesses will provide real-time information about the charging status, estimated distances that can be traveled, and current fare information. A map service will be provided for user guidance.

Uraloğlu emphasized that after the regulation, the overturning or accidents of electric scooters will be recorded by the operating companies, and that accident and complaint information will be recorded in the Ministry's database on a monthly basis.

Uraloğlu indicated that electric scooters in service must have at least a 20% charge level, and to eliminate uncertainties, decisions regarding electric scooter permits issued by municipalities will specify, if any, the locations of parking and charging stations. Uraloğlu stated, "In order for the products used to meet a certain standard, 30% of the electric scooters provided by operators will be sourced from domestic production locations. Operations of companies not complying with the 30% domestic production requirement will be suspended."
