"With the announcement of TÜİK's 6-month inflation data, the raise rates for civil servants and retirees have become official. While a bill increasing the minimum retirement pension to 23,552 TL was submitted to the Turkish Grand National Assembly, the payment schedule for the increased pensions of SSK and Bağ-Kur retirees, as well as the new base salary calculations, have also been determined."

With TÜİK announcing the 6-month inflation data, the raise rates for civil servant and retiree salaries have become official. While the bill raising the minimum retirement pension to 23,552 TL was submitted to the Turkish Grand National Assembly (TBMM), the payment schedule for increased SSK and Bağ-Kur retiree salaries and the new base pension calculations have been announced.

PROPOSAL FOR MINIMUM RETIREMENT PENSION IN PARLIAMENT

Following the clarification of salary raises, the legal process for increasing base pensions began without delay. With the bill submitted to TBMM by the AK Party, it is proposed to increase the minimum retirement pension to 23,552 TL.

The new regulation directly protects 5.1 million retirees whose base salary, including additional payments, falls below 16,920 TL. According to government analyses, the additional burden of this regulation on the budget for the second half of 2026 is calculated at 79.3 billion TL.

WHEN WILL THE BILL BECOME LAW?

TBMM suspended its work this week due to the historic NATO Summit held in Ankara. The bill to increase the minimum retirement pension is planned to begin discussions in the TBMM Planning and Budget Commission on July 14. The proposal is expected to be accepted by the General Assembly before the parliament goes into recess, approved by the President, and published in the Official Gazette to take effect.

HOW WILL THE NEW BASE PENSIONS AND ADDITIONAL PAYMENTS REFLECT?

Retirees receive an additional payment (tax refund) of 4% on top of their net monthly salaries. For lower salary groups, this rate is applied as 5%. Since the raise rates are applied to the base pension, the additional payment amounts of 4% also automatically increase. Based on the 17.76% raise rate, the new base pensions and additional payment changes will reflect as follows:

-Old Base Pension   -New Base Pension  -New Additional Payment

-12,000 TL          -14,131 TL         -565.25 TL

-14,000 TL          -16,486 TL        -659.46 TL

-16,000 TL          -18,841 TL         -753.66 TL
