In a statement by the ministry, it was recalled that the Ukrainian army attacked a vocational college in the city of Starobelsk in the Luhansk region with unmanned aerial vehicles (UAVs) on May 22.

The statement noted that "this attack demonstrates the Nazi and terrorist nature of the Kyiv administration," emphasizing that Ukraine and Western countries are violating international humanitarian law.

Describing the latest attacks as "the straw that broke the camel's back," the statement said, "Under these conditions, the Russian Armed Forces will begin to systematically carry out strikes on military industrial facilities in Kyiv, including centers where UAVs are designed, produced, programmed, and prepared for use. The Kyiv administration is using these UAVs with the support of NATO experts. Strikes will also be carried out on decision-making and command centers."

In the statement, foreign nationals, employees of foreign mission representations, and representatives of international organizations were called to immediately leave Kyiv, while Ukrainian citizens were urged to stay away from military elements and administrative buildings.
