The preliminary examination into the allegations that personnel salaries were paid late at the Manisa Gordes Municipality has been completed. After the report revealed that salary instructions were deliberately given late and that personnel were victimized, permission was granted to investigate Gordes Mayor Ibrahim Buke.
The preliminary investigation regarding the allegations that personnel working at Manisa's Gördes Municipality were not paid their salaries on time has been completed. The prepared report found that in 12 of the 21-month period, salary payments were made after the legal payment date, the 15th of the month. It was assessed that Mayor İbrahim Büke's late signing of payment instructions and keeping the funds allocated for personnel payments in time deposit accounts were effective in the salary delays, and permission was granted to investigate Büke.
IT WAS DETERMINED THAT SALARIES WERE PAID LATE IN 12 MONTHS Within the scope of the investigation, the municipality's personnel salary payments were scrutinized. The report stated that in 12 of the examined 21-month period, salaries were deposited into employees' accounts after the 15th of the month.
While it was determined that payment delays reached up to approximately one week in some periods, it was noted that the situation caused grievances for the municipal personnel.
PAYMENT INSTRUCTIONS WERE PREPARED, THE SIGNATURE WAS DELAYED One of the striking findings in the report concerned the signature stage in the salary payment process.
It was determined that the municipality's relevant financial units prepared the necessary payment instructions to ensure salaries were paid on time, but these documents were signed late by Mayor İbrahim Büke.
The investigation included the assessment that there was no valid justification for the delay in signatures.
SALARY MONEY OF PERSONNEL WAS KEPT IN TIME DEPOSIT ACCOUNTS The preliminary investigation report also examined the money movements in the municipality's bank accounts.
It was determined that sufficient funds were not kept in the municipality's demand deposit accounts to pay personnel salaries, and instead, resources that should have been used for employees' salaries were kept in time deposit accounts.
The report stated that this practice was effective in the delays in salary payments.
FINDING OF NON-COMPLIANCE WITH LEGISLATION IN THE REPORT As a result of the preliminary investigation, it was assessed that the practices in question could constitute a crime within the scope of Municipal Law No. 5393, Civil Servants Law No. 657, and relevant legislative provisions.
Following these findings, it was decided to grant permission to investigate Mayor İbrahim Büke within the scope of Article 6 of Law No. 4483 on the Prosecution of Civil Servants and Other Public Officials.
Gördes Mayor İbrahim Büke CHIEF PUBLIC PROSECUTOR'S OFFICE STARTED THE JUDICIAL PROCESS After the permission for investigation was granted, the file was moved to the judicial process. The Gördes Chief Public Prosecutor's Office began the necessary investigation procedures against Mayor İbrahim Büke.
