SMS reminders brought a record: Minister Şimşek personally thanked

The Revenue Administration of the Ministry of Treasury and Finance has increased its guidance and information activities for taxpayers, primarily via SMS, as part of its efforts to strengthen voluntary tax compliance.

The Revenue Administration is effectively utilizing digital technologies, artificial intelligence-supported communication applications, and behavioral public policies to ensure that tax obligations are fulfilled in a timely and accurate manner.

EDUCATION BEFORE PENALTY

The Administration is developing its service-oriented approach, which guides taxpayers before penal sanctions, facilitates access to information, and strengthens voluntary tax compliance, together with its legislative, audit, and collection functions.

To this end, while the Administration conducts its information and guidance activities uninterruptedly through digital channels, it also prepares guides, infographics, videos, and other digital content containing current regulations regarding rights and obligations.

SMS REMINDERS BROUGHT A RECORD

In this context, SMS reminders were sent to 10,359,275 taxpayers who had not paid the second installment of the Motor Vehicle Tax (MTV) as of July 20.

As a result of these efforts, supported by information activities carried out through the Digital Tax Office, the Administration's website, social media accounts, and other digital communication channels, 12,016,721 taxpayers made their second installment payments on time in July. Thus, the highest level ever reached in MTV collection was achieved. While an average improvement of 15 percent has been achieved in MTV collection/accrual rates since 2022, collections in July increased by 8 percent compared to the same period of 2025. This year, in July, taxpayers made a total of 42,827,714,284 Turkish Lira in MTV second installment payments. Total collections made in January and July reached 98,019,917,864 Turkish Lira.

The on-time payment rate of MTV taxpayers who received SMS reminders was 26 percent higher than that of taxpayers who did not receive reminders.

INCOME TAX ALSO PAID ON TIME

In 2025, SMS reminders were sent before the last day of the payment period to 1,407,625 taxpayers who earned commercial, agricultural, professional service income, as well as rental, wage, portfolio interest, and capital gains income, who filed their declarations in March of this year and had not yet paid the second installment of their income tax. It was observed that 75.38 percent of income tax taxpayers also paid their second installment on time in July.

Voluntary tax compliance was especially supported through messages sent to taxpayers with rental, wage, portfolio interest, and capital gains income who do not benefit from professional services.

GUIDANCE FOR NEW BUSINESS OWNERS

The Revenue Administration also provides guidance services to new taxpayers who have started a business. Within the scope of information activities carried out since 2024, guidance was provided via SMS to 912,615 new taxpayers as of the end of June.

Through the links in the sent messages, taxpayers can easily access the guides and brochures prepared by the Administration. These guides explain in detail the special situations that may be encountered in tax practices, taxpayer rights, notification obligations, document order, bookkeeping, preservation and submission duties, and other tax obligations. Additionally, comprehensive information is provided to new taxpayers about transactions that can be carried out through the Digital Tax Office and tax payment channels.

The Administration also conducts comprehensive information activities regarding new regulations that taxpayers can benefit from.

The application that provides taxpayers with debts to the tax office the opportunity for long-term installment payments with low-interest deferral rates will end on August 31. To enable more taxpayers to benefit from this advantage, the Administration has prepared the "Guide to Installment Payments of Debts to the Tax Office with Low-Interest Deferral Rates," infographics, and informative videos and made them available to the public.

The application aimed at bringing certain assets located abroad and domestically, owned by real and legal persons, into the economy will also continue until July 31, 2027. Through the guides and infographics prepared by the Administration, the assets that can be subject to declaration, the individuals and institutions that can benefit from the application, the declaration and transfer processes, legal book records, applicable tax rates, and the conditions required to avoid tax inspection and assessment are explained to the public in detail.

Treasury and Finance Minister Mehmet Şimşek also pointed out the importance of efforts to increase taxpayers' voluntary tax compliance and stated the following:

"Our priority in the tax system is to establish a structure where our taxpayers can fulfill their obligations correctly, easily, and on time. We continue to strengthen voluntary compliance with our digital applications, behavioral public policies, and taxpayer-oriented service approach. I thank all our taxpayers who contribute to our country's development and the strengthening of the registered economy by paying their taxes on time and in full. Our Revenue Administration will continue to stand by our taxpayers, provide guidance, and develop practices that will increase voluntary tax compliance with determination."
