A new expert report has been prepared regarding the Ebrar Site, which collapsed in the earthquake on February 6 and became the grave of 96 people.
According to the report, which was also included in the case file, the main reasons for the building's collapse were identified as deficiencies in concrete strength and reinforcement placement, violations of earthquake regulation requirements in the static project, and inadequacies in the foundation reinforcement areas.
The report stated, "In our committee's opinion, the ground effect did not cause the collapse; rather, it was due to mistakes made in the project and its implementation. In practice, the inadequacy of concrete-reinforcement strength, the use of structural elements that did not have sufficient strength due to the failure to consider the principles specified in the relevant earthquake regulation within the project, and the influence of static project errors on the building's collapse were determined. In the static project, violations of the relevant earthquake regulation were also identified. It was found that the project was not constructed in accordance with the static project in terms of concrete strength and reinforcement quality."
The report also stated that "a soil survey report exists" and "it was determined that the soil safety stresses were insufficient as a result of the analyses."
8 DEFENDANTS ARE ON TRIAL
In the indictment prepared by the Kahramanmaraş Chief Public Prosecutor's Office, a prison sentence of up to 22 years and 6 months is requested for 8 defendants, 1 of whom is detained, for the crime of "causing the death and injury of multiple people through conscious negligence."
