The era of double salaries in the public sector is coming to an end.

The period of double salaries for public officials is coming to an end. Public employees with multiple positions will now only be able to receive a salary from a single source. No additional payments will be made under the names of honorarium, wages, or bonuses.

The regulation that prevents public officials from receiving dual salaries will come into effect on January 1. The legal arrangement, which foresees that employees will only receive a salary from one source and that upper limits will be determined, will be implemented in 2025.

WHAT IS THE SCOPE?

The regulation will apply to all individuals working in institutions and organizations, regardless of whether they are private or public. Those serving in bodies such as management, supervision, liquidation, advisory boards, commissions, delegations, and committees will only be paid for one position. Payments will not be made for multiple positions without distinction between internal and external roles.

HOW MUCH SALARY WILL THEY RECEIVE?

The monthly net amount of payments made under the name of honorarium, salary, or bonus due to the positions will not exceed the amount obtained by multiplying the civil servant monthly coefficient by the indicator figure of 108 thousand. This amount corresponds to approximately 98 thousand lira according to today's calculations.

WHAT WILL HAPPEN TO EXCESS SALARY?

Amounts that need to be paid to personnel holding multiple positions will be deposited into a trust account specified by the institution where they are primarily employed, after necessary tax deductions are made. Payment amounts related to positions that exceed the upper limit or for which no salary is received will be recorded as income in the general budget for administrations within the scope of the general budget, and in the relevant institution's budget for other administrations.
