The Ministry of Trade has reorganized the installment limit in mobile phone sales. Accordingly, while the limit of 20 thousand liras for new mobile phones was raised to 40 thousand liras, a 12-month installment option was introduced for refurbished mobile phones without an amount limit.
12-MONTH INSTALLMENTS UNDER 40 THOUSAND LIRAS
The Ministry of Trade has implemented a new regulation regarding installment limits in mobile phone sales. Within the scope of the authority to make regulations in retail businesses' installment sales to consumers, the Ministry implemented new regulations in line with the decisions of the Banking Regulation and Supervision Agency (BDDK). With the regulation amendment published in the Official Gazette dated October 15, 2026 and numbered 33401, installment limits in mobile phone sales were redefined. According to the regulation, the installment limit for new mobile phones, which was 20 thousand liras, was raised to 40 thousand liras. For mobile phones priced at 40 thousand liras and below, 12-month installments may be applied. For mobile phones priced above 40 thousand liras, the 3-month maturity limit will be maintained. For mobile phones that are refurbished products, a 12-month installment option was provided without any amount limit.
REGULATION IN LINE WITH BDDK DECISIONS
While installment periods in the sale of goods and services, as well as sales made through credit cards, shopping loans, and consumer financing, are determined by the BDDK, the Ministry of Trade is authorized in installment sales methods outside these methods, such as sales by promissory note. With the regulation amendment made by taking into account the dynamic structure of the retail sector and the needs of consumers, the Ministry of Trade was authorized to determine installment periods and introduce additional restrictions in retail businesses' installment sales of goods and services to consumers, excluding housing sales.
INSTALLMENT LIMIT UNCHANGED FOR OTHER PRODUCTS
Within the scope of the regulation, no changes were made to the installment amount and maturity limits applied in the sales of electronic goods, tablet computers, televisions, electrical household appliances, furniture, domestic tourism and travel expenses, vehicles, and jewelry. The Ministry of Trade announced that after new decisions to be taken by the BDDK regarding installment sales, the necessary regulations will be rapidly implemented.
