The Israeli Cabinet approved the ceasefire and mutual prisoner exchange agreement reached with Hamas in Gaza. TERMS OF THE AGREEMENTFollowing statements confirming the ceasefire and hostage agreement, Arab media published the alleged provisions of the agreement. It is stated that the agreement will include the return of refugees from the south of the Gaza Strip to the north under the supervision of Qatar and Egypt, and that the withdrawal of the Israel Defense Forces (IDF) from the Netzarim corridor will be completed gradually. Hamas has requested that the mediators determine when the IDF will withdraw based on a timeline. FIRST STAGEThe first phase of the agreement will last for 42 days and will begin 2-3 days after the signing of the agreement. The Israel Defense Forces will withdraw from the Netzarim corridor and from all settlements in the settlement area to about 700 meters from the border, but in the specified five areas, this distance will be 400 meters. It is reported that the IDF will reduce its presence in the Philadelphia corridor and will completely withdraw within the first 50 days. RAFAH BORDER CROSSINGIsrael has agreed to open the Rafah border crossing one week after the agreement comes into effect, while a protocol for humanitarian aid will be included under the supervision of mediators in the first phase of the agreement. Israel is expected to begin preparations to immediately start the passage of aid. Israel will open the crossing to civilians after releasing all women held by Hamas, both civilians and soldiers. After the Rafah Border Crossing is reopened to civilians, all injured and sick Palestinian civilians will be allowed to pass through. Hamas will be allowed to transfer 50 injured workers to Egyptian hospitals every day. However, each transfer will be subject to the approval of both Israel and Egypt. The border crossing will continue to be jointly operated by Israel and Egypt. RETURN OF GAZAN REFUGEESIsrael will begin to allow unarmed refugees to return to the north of the Gaza Strip on foot; however, searches will be conducted within the first week. After the first week, unarmed refugees will be allowed to return to the north without searches via Al-Rashid street along the coast. Two weeks later, they will be allowed to return via the central Salah al-Din road. After the first week, refugees will be allowed to return north in vehicles monitored by a special company determined by the mediators in coordination with Israel. RELEASE OF HOSTAGESThe Prime Minister of Qatar confirmed that 33 hostages will be released. First, women and children, then female soldiers, followed by men over 50 years old and young men defined as "humanitarian cases." In return, Israel will release approximately 2,000 prisoners, about 250 of whom have been sentenced to life imprisonment. Additionally, Israel will release about 1,000 hostages captured after October 7. In exchange for the release of 110 hostages sentenced to life imprisonment, 9 sick or injured hostages will be released. Israel will release 1,000 Gazan detainees who were arrested after October 8, 2023, none of whom were directly involved on October 7. No hostages involved on October 7 will be released under the agreement. Elderly hostages over 50 years old will be released for each elderly hostage, with 27 prisoners sentenced to life imprisonment and 31 other prisoners. Avera Mengistu, detained since 2014, and Hisham al-Sayed, detained since 2015, will be released, with 30 detainees and 47 additional detainees for each. Both entered the Gaza Strip while experiencing long-standing mental health issues, raising concerns about their well-being. Mediators promised to issue a UN Security Council resolution supporting the declaration of a ceasefire to ensure compliance with the agreement by the parties.
