E.Y., a CHP municipal council member and zoning commission member who was detained on suspicion of demanding a 200,000 euro bribe from a contractor in return for license approval at the Edirne Municipality, exercised his right to remain silent while in police custody. E.Y., against whom a separate investigation was also launched for laundering asset values, was referred to the courthouse in handcuffs after his procedures were completed.
E.Y., a CHP municipal council member and member of the Zoning Commission who is a lawyer, was caught red-handed for allegedly demanding 200 thousand euros in bribes from a contractor in exchange for zoning approval at Edirne Municipality. After police procedures, she was referred to the courthouse in handcuffs. Hidden camera dialogues showing the suspect negotiating the bribe were included in the investigation file.
DELIVERY IN BULGARIA REQUIRED FOR PERMIT APPROVAL
Nazmi Ö., a 72-year-old contractor in Edirne, started construction in 2013 with a permit obtained from the municipality in the Kavgaz area, but could not continue for years after facing "distance to road issues" and a demolition order during the renewal process in 2016. Allegedly, on August 17, E.Y., a CHP municipal council member and Zoning Commission member who is a lawyer from Edirne Municipality, called the contractor and said she could secure the necessary permit approval. During a meeting at a cafe in front of Edirne Courthouse, E.Y. allegedly demanded 200 thousand euros in bribes for this transaction and stipulated that the money be delivered in Bulgaria.
SECRET CAMERA SURVEILLANCE IN MOSQUE COURTYARD AND STRIKING DIALOGUE
Following these events, on August 23, after Nazmi Ö. filed a complaint with the Provincial Police Department's Anti-Smuggling and Organized Crime Branch Directorate, a decision for "communication surveillance, interception, and technical tracking" was made under the coordination of the Edirne Chief Public Prosecutor's Office. Before the duo's meeting at the Üç Şerefeli Mosque, police set up audio and video equipment in the area.
During the meeting, the following dialogue, which was recorded between the suspect, who noticed the undercover police, and the contractor, took place:
E.Y: You handle your business and come to our office for 5 minutes. You'll come for 5 minutes, what's the issue?
Nazmi Ö: I won't come to the office, brother. You suspected me, I won't come to the office. It's up to you.
E.Y: It's not because I suspected you; those guys over there are from the police.
Nazmi Ö: Which ones?
E.Y: Those sitting in the back, don't look now, don't look. Don't cause trouble.
Nazmi Ö: It's up to you, brother. I don't understand. They might have come to the police club here.
E.Y: Could be, anything is possible.
Nazmi Ö: I only know Turgay. He checks documents at the courthouse; he's police.
E.Y: You'll come to the office once your business is done. I'm handling this place.
USED RIGHT TO REMAIN SILENT AND REFERRED TO COURTHOUSE IN HANDCUFFS
After this tense meeting that lasted approximately 10 minutes, police teams took action and detained E.Y. on charges of "bribery." With the decision of the Criminal Judgeship of Peace, searches were conducted at the suspect's home and law office, and 4 computers, 2 notebooks, and documents consisting of 5 pages were seized.
It was learned that E.Y. used her right to remain silent during her interrogation at the police station. In addition to the bribery charge, a second investigation was launched against her for "laundering assets derived from crime." The Edirne Chief Public Prosecutor's Office instructed law enforcement teams to obtain a MASAK report to examine the suspect's asset movements. After police procedures were completed, CHP municipal council member E.Y. was referred to the courthouse in handcuffs.
