Striking results emerged in the drug screening test conducted by Ankara Kecioren Municipality for its personnel. In the tests conducted on a voluntary basis, the initial results of 171 personnel came out positive, and the Ankara Chief Public Prosecutor's Office, considering the situation a report, launched an investigation and requested the list of those who tested positive from the municipality.
Following the initiative of Mesut Özarslan, the Mayor of Keçiören who switched from CHP to AK Party, a comprehensive screening was launched for municipal employees to prevent drug use within the institution and to enhance occupational health and safety. In line with the decision of the municipal company dated January 12, 2026, drug and stimulant tests were carried out through a private laboratory accredited by TÜRKAK, with the explicit consent of the employees.
171 PERSONNEL TESTED POSITIVE
According to the news by journalist Burak Doğan; based on police records dated July 3, 2026, which were included in the investigation file, the test results of 171 personnel were positive in the initial screenings. In subsequent second measurements, it was determined that the results of 42 of these 171 individuals had dropped to negative levels. The municipality prepared separate lists for those who tested positive in the initial screening and those whose results later turned negative.
INSTRUCTION FOR LEGAL PROCESS FROM THE CHIEF PUBLIC PROSECUTOR'S OFFICE
This practice initiated by the municipality within its own body soon came to the attention of judicial authorities. Following investigations by the Ankara Narcotics Crime Branch Directorate, the file was transferred to the Smuggling and Organized Crimes Investigation Bureau of the Ankara Chief Public Prosecutor's Office.
The Chief Public Prosecutor's Office requested that legal proceedings be initiated against personnel who tested positive or were found to have used drugs under Article 191 of the Turkish Penal Code, for the crime of "purchasing, accepting, possessing, and using drugs or stimulants for use." It was instructed to take blood, hair, and urine samples from the suspects under Article 75 of the CMK (Criminal Procedure Code) to determine the type of substance used. Additionally, it was learned that a reminder letter was sent to the police to expedite judicial procedures due to the risk of biological evidence disappearing over time.
