A new claim has emerged regarding the contents of a file that drew attention in a photo taken during MHP Chairman Devlet Bahçeli's meeting with Justice Minister Akın Gürlek and Interior Minister Mustafa Çiftçi. According to the claim, the file contains a 7-article draft law prepared within the scope of the "Terror-Free Turkey" goal.

According to information reflected in the corridors, the file in Minister Çiftçi's hand contains a 7-article draft law prepared within the scope of the "Terror-Free Turkey" process.
7-ARTICLE DRAFT ON THE AGENDA IN THE MEETING
According to allegations, the framework draft law prepared regarding the dissolution and disarmament process of the terrorist organization PKK was discussed during Bahçeli's meeting with Justice Minister Akın Gürlek and Interior Minister Mustafa Çiftçi. It was claimed that the prepared draft was presented to Bahçeli in this meeting.
ALLEGATION OF ÖCALAN'S DEMAND FOR A LEGAL FRAMEWORK
Following MHP leader Devlet Bahçeli's previously raised proposal for a "peace process coordination," it was claimed that a meeting took place between the state and Abdullah Öcalan. In the said meeting, it was alleged that Öcalan requested the creation of a special legal framework for the process to progress.
According to allegations, Öcalan also demanded that decisions regarding the return process of organization members to Turkey be made by joint consensus and that the TBMM step in regarding legal regulations.
WHAT REGULATIONS ARE IN THE DRAFT?
According to information discussed in the corridors, the draft includes regulations regarding the termination of investigation and prosecution processes for organization members following the decision for dissolution and disarmament of the organization.
The draft is also alleged to contain legal regulations regarding Abdullah Öcalan's status in İmralı, as well as changes concerning trusteeship practices.
A STEP MAY BE TAKEN BEFORE THE PARLIAMENTARY RECESS
According to a report by Dilan Kutlu from Nefes Newspaper, these legal studies are expected to come to the agenda before the TBMM goes into recess. AK Party sources, on the other hand, state that the process will proceed according to the determined roadmap and schedule.
NO "RIGHT TO HOPE" REGULATION EXPECTED
According to allegations, the regulation, also referred to as the "code law," "framework law," or "peace law," is planned to serve as a bridge managing the transition process.
It is stated that work is being done on provisions in the draft regarding the definition of the legal status of members of the self-dissolving organization, possible amendments to the Anti-Terror Law and the Turkish Penal Code, and enforcement regulations. However, it is indicated that at the current stage, no regulation is foreseen regarding the "right to hope."
