The voluntary insurance system in Turkey, which offers the opportunity to retire without working, has been updated as of 2025. Individuals who apply to the Social Security Institution (SGK) and are not mandatory insured can gain the right to retire by paying a minimum monthly premium of 8,321 TL. The premiums are evaluated under the Bağ-Kur status; 9,000 premium days are required for full retirement, and 5,400 premium days are needed for partial retirement.

For those who cannot meet the age, insurance duration, and premium day count requirements for retirement in Turkey, the voluntary insurance system offers an important opportunity. The premium and age conditions for the year 2025 have been determined for the system that allows retirement by paying premiums without working.

WHO CAN BENEFIT?

Those who wish to benefit from the application conducted by the Social Security Institution (SGK) must meet certain conditions:

  • Reside in Turkey,
  • Not work in a mandatory insured job,
  • Have the right to complete premiums for those who work less than 30 days in a month,
  • Not receive disability or old-age pensions,
  • Be at least 18 years old.

Individuals who meet these conditions can apply to SGK provincial directorates or through e-Government with the "Voluntary Insurance Entry Declaration." Those who were previously voluntarily insured but took a break must submit a petition to restart.

2025 PREMIUM DETAILS: MINIMUM 8,321 TL

Voluntary insurance premiums are calculated based on 32% of the determined earnings. As of 2025, based on the minimum wage, the lowest premium is 8,321 TL. Insured individuals can pay premiums up to 7.5 times this amount if they wish.

Premium payments are evaluated under Bağ-Kur (4B).

  • For full retirement: 9,000 premium days,
  • For partial retirement: 5,400 premium days are required.

For women insured before September 8, 1999, this period is applied as 7,200 days, and for men, it is 9,000 days. Women can retire at 58 when they complete 9,000 premium days by 2035, while men can retire at 60. In partial retirement, women qualify for retirement at 61, and men at 63.

RETIREMENT OPPORTUNITY THROUGH SSK

Those who have insurance entry before October 1, 2008, are retired from SSK or Bağ-Kur status based on 2,520 premium days in the last 7 years. Those with missing premiums can retire through SSK by paying voluntary premiums of less than 1,260 days. For those insured after 2008, retirement is determined according to the institution where the most premiums were paid.

NEW SUPPORT FOR HOUSEWIVES AND TRADESPEOPLE

The government has a new regulation on the agenda that will provide premium support, especially for housewives. According to the planned change, the state will cover one-third of the voluntary insurance premiums of housewives. Additionally, work is underway to reduce the premium day requirement for tradespeople from 9,000 days to 7,200 days. This step could also provide a 1,800-day advantage to those with voluntary insurance.

THEY ALSO BENEFIT FROM HEALTH SERVICES

Voluntary insured individuals are also included in the General Health Insurance (GSS) coverage. Thus, not only the insured but also their spouses and children, whom they are responsible for, can benefit from health services. Experts emphasize that the voluntary insurance system is an important alternative for retirement, especially for housewives, freelancers, and citizens with premium deficiencies.
