THE 4,199-PAGE REPORT HAS BEEN COMPLETED

TBMM President Numan Kurtulmuş stated that the report, prepared with 88 hours of work and 4,199 pages of minutes, provides a broad framework from the dissolution and disarmament process of the terrorist organization PKK to steps towards democratization. All eyes are now on the roadmap to be announced in the Assembly.

"WE ARE HOLDING OUR 21ST MEETING TODAY"

TBMM President Numan Kurtulmuş's statements are as follows; Dear members of our National Solidarity, Brotherhood, and Democracy Commission, dear press members, we are holding the 21st meeting of our commission today. In this meeting, we have come together to discuss and negotiate the report that we have prepared with great care, attention, and democratic maturity for a long time, both with our commission members once again and to share it with the Turkish public.

"THE REPORT CONSISTS OF 7 SECTIONS"

The commission report consists of seven sections. The first section titled "Commission Works" describes the working process of the commission; the second section includes discussions and emphases made within the framework of the commission's main objectives; the third main heading addresses the historical roots of Turkish-Kurdish brotherhood and the law of brotherhood; the fourth section evaluates the areas of consensus that emerged from the discourse analyses of the individuals heard in the commission. The fifth section is dedicated to the process of the PKK dissolving itself and disarming, the sixth section to legal regulation proposals related to the process, and the seventh section to proposals regarding democratization.

The report concludes with a results and evaluation section. Five separate appendices have been prepared as an annex to the main report. These include the list of members of the National Solidarity, Brotherhood, and Democracy Commission, the working procedures and principles of the commission, the digital lists of reports submitted by political parties in the commission shared with the public via website links and QR codes, summaries of the 20 meetings held so far, and the list of representatives and individuals from institutions and organizations that were heard. Additionally, the speeches of our esteemed friends who will speak on behalf of the parties in this 21st meeting will also be published in full as an annex to the meeting summary. Now, I will deliver my presentation speech, which also includes the work we have done on this issue.

"WE ARE IN A HISTORICAL PROCESS REGARDING THE TERROR ISSUE"

Dear friends, the work of the National Solidarity, Brotherhood, and Democracy Commission is a reflection and expression of the historical responsibility to strengthen social peace, unity, and national solidarity carried out within the representative power and democratic legitimacy of the Turkish Grand National Assembly. The problems our people have faced for many years at a heavy cost gain a permanent solution perspective when addressed with the legislative and supervisory nature of our Gazi Assembly. Today, we are going through a historical period regarding the terror issue. In this process, our Gazi Assembly, which is the manifestation of the national will, has unhesitatingly taken on its duty.

For decades, terrorist actions that have consumed our country's energy and resources and for which we have paid heavy costs as a nation have narrowed the horizon for development, undermined social ties, and confined politics to mere security reflexes. With the end of the Cold War, terrorist organizations have increasingly been used as instruments of division and fragmentation in our region, and local issues have been turned into tools for global calculations, deliberately deepening social fault lines. The complete eradication of terrorism is a historical responsibility before us to prevent those who attempted to divide our geography a century ago through ethnic, sectarian, and religious differences from pursuing the same goal again, and to ensure a truly lasting environment of peace and tranquility.

"TURKEY WILL CONTINUE TO BE A PIONEER OF INTEGRATIVE POLICIES"

The instability, injustice, and democratization issues currently experienced in our region are the results of the deep scars left by imperial interventions. Our response to these interventions is more brotherhood and more integration. Turkey will continue to be a pioneer of integrative policies in our region. In an environment where power balances are changing and geopolitical risks are increasing, strengthening Turkey's internal fortress will create new opportunities and possibilities for both its own security and regional order by ensuring lasting peace and stability in its region. The natural alliance that Turks, Kurds, Arabs, and other brotherly peoples living in the region will form will disrupt the scenarios of disintegration and fragmentation orchestrated by imperialists in the region and will initiate a period that will render their plans ineffective. Our nation has the will to stop disintegration and fragmentation and to establish a stronger unity, brotherhood, and integration against disruptive ambitions.
