Details from the plea for effective remorse submitted by Ertan Yıldız, known as the treasury of Ekrem İmamoğlu, who was arrested in a corruption investigation, have emerged. Yıldız stated that Murat Gülibrahimoğlu has taken control of the stone and gravel market, saying, "He has increased stone prices by halting production. In this way, he has also engaged in black market activities. Half of the money has also gone to İmamoğlu through Fatih Keleş."

It has been revealed that Ertan Yıldız, the Chairman of the İBB Council's Participation and Affiliated Organizations Commission, submitted a petition containing effective remorse as part of the corruption investigation against the İBB and the suspended detained president Ekrem İmamoğlu.
ERTAN YILDIZ BENEFITED FROM EFFECTIVE REMORSE IN IMAMOGLU'S CASE The investigation into the corruption allegations against the Istanbul Metropolitan Municipality (İBB) and the suspended detained president Ekrem İmamoğlu is ongoing.
As part of the investigation, it has been revealed that Ertan Yıldız, the Chairman of the İBB Council's Participation and Affiliated Organizations Commission, submitted a petition containing effective remorse. In the petition, Ertan Yıldız, who stated that he met Ekrem İmamoğlu during his tenure as the CHP's Beylikdüzü District Chairman in 2013 due to the companies he was a partner in Beylikdüzü, said: "After being elected as the Mayor of Beylikdüzü in 2014, I served as a manager in a basketball team named Istanbulspor Beylikdüzü. This team is a joint team of Istanbulspor and the Beylikdüzü Municipality, and during my management, I did not receive any salary. My relationship with Ekrem İmamoğlu also grew during this process. In 2018, after I heard that I had separated from the partnership of the companies mentioned above, Ekrem İmamoğlu called me and invited me to dinner outside."
"I WAS WITH IMAMOGLU WITH SPIRITUAL FEELINGS" He told me that he would be a candidate for İBB President and wanted to see me by his side. He did not provide any further details. I said that I would be with him in such a situation purely out of spiritual feelings. In 2019, when Ekrem İmamoğlu won the election, we started working together. He appointed me as his official presidential advisor. Initially, it was not clear which areas I would be responsible for.
With a team of about 15-20 people, including Resul Emrah Şahan, Hasan Akgün, Mehmet Murat Çalık, Yiğit Özduman, Murat Ongun, and Yavuz Erkut, we worked on the corporate staff and official employment status of İBB. Approximately in September - October 2019, as things started to improve at İBB, Ekrem İmamoğlu said that he would make me the responsible presidential advisor in İBB's subsidiaries to utilize my experiences and expertise in company management.
I accepted, stating that company management is my area of expertise. The reason for my acceptance was purely idealistic, to serve the country. It was stated that Murat Ongun would be responsible for Media A. Ş. and Culture A. Ş., and Resul Emrah Şahan for Bimtaş, and I was told that I should not be involved with these. During my work, I began to focus on the subsidiaries under my responsibility, improving management quality, solving existing problems, and increasing the performance of companies, and I started to present reports to Ekrem İmamoğlu in this regard."
"FATIH KELEŞ MADE SUGGESTIONS TO AWARD TENDERS TO SOME COMPANIES" Stating that he had no involvement in the tenders and financial matters of the subsidiaries, Ertan Yıldız continued his statement: "The processes related to tenders were under the general managers and management levels of the relevant subsidiaries. In the first year, I organized the companies. I turned around the companies that were in loss. We restructured and paid the tax and insurance debts of 14 companies that had tax and insurance debts. Up to this point, we had no problems. From the end of the first year, although it did not come directly from Ekrem İmamoğlu, Fatih Keleş came to me on behalf of Ekrem İmamoğlu and made suggestions to award tenders to some companies."
"WHEN I WAS UNWILLING, A DIFFERENT STRUCTURE WAS FORMED" Most of these companies were, as far as I remember, Beylikdüzü-based companies. I repeatedly told Fatih Keleş that I had no authority in the mentioned tenders and that these matters were under the relevant subsidiaries, and that the companies could enter the tender and win the jobs. I know that many subsidiary managers were also unwilling against Fatih Keleş on these matters and did not want to get involved in these jobs. Due to my stance, I felt that a different structure began to be formed after a while.
Ertan Yıldız-Ekrem İmamoğlu "IMAMOGLU TRIED TO INCLUDE ME IN THESE FINANCIAL MATTERS" Initially, I sensed that there were contacts involving Ekrem İmamoğlu and Fatih Keleş. When they could not fully obtain what they wanted through the subsidiaries, they began to give more work through construction departments such as the Department of Science Affairs and Road Maintenance within İBB. They started to give small and medium-sized jobs to companies close to them. In these tenders, less work was given to subsidiary companies, and jobs began to be awarded to companies like Özyurt İnşaat and firms owned by Adem Soytekin, which I remember were more Beylikdüzü-based companies they knew beforehand. The reason for this was my unwillingness to fulfill their requests in the subsidiaries. However, they did not have companies for large jobs. Ekrem İmamoğlu tried to include me in these financial matters, but there was no direct statement to that effect."
"MURAT GÜLİBRAHİMOĞLU TOOK CONTROL OF THE STONE MARKET AND ENGAGED IN BLACK MARKET ACTIVITIES" The petition included the following statements: "The second operation carried out in Cebeci is the stone and gravel operation. As a result of this operation, Murat Gülibrahimoğlu emerged as the most important actor in the stone market, stopping stone production at certain times to increase stone prices. He has also engaged in black market activities in this way. Half of this money has gone to Ekrem İmamoğlu through Fatih Keleş, with whom he carried out the operation together. In this operation, I heard that Murat Gülibrahimoğlu threatened the owners of the companies that are partners in the management of the companies named South Cebeci and North Cebeci to buy their shares.
At the same time, he wanted to buy the shares of İsfalt in North Cebeci and South Cebeci below their value. In this regard, Fatih Keleş pressured the İsfalt management and tried to convince me on this matter. Ekrem İmamoğlu also said that he approved the sale. I told him that you cannot explain this sale to the public; it is wrong both politically and economically. As a result of this warning, Ekrem İmamoğlu had to abandon this sale. Ekrem İmamoğlu has repeatedly stated that Murat Gülibrahimoğlu is a very skillful and talented person and that he should be given opportunities.
"IMAMOGLU WANTED GÜLİBRAHİMOĞLU TO MONOPOLIZE" One day, in a meeting attended by many municipal bureaucrats, Ekrem İmamoğlu said that the stone quarries around Eyüp remained within the city and that they needed to be removed from there.
```
The aim here was to render all the stone quarries inoperative, ensuring that Murat Gülibrahimoğlu could monopolize completely. İbrahim Bülbüllü was responsible for the financial control and management of this operation on behalf of Fatih Keleş. The partnership between Fatih Keleş and Arif Gürkan Alpay has been ongoing since Beylikdüzü. It will also be revealed through future investigations that İbrahim Bülbüllü, Fatih Keleş, Arif Gürkan Alpay, and Murat Gülibrahimoğlu have taken many international trips by private jet.
As allegations of operations began to emerge towards the end of 2024, I heard that money was being demanded from this person due to concerns that Murat Gülibrahimoğlu would abscond with the money he had obtained. However, I heard that Murat Gülibrahimoğlu did not return a large portion of the money. In fact, he fled abroad around March 2025. I heard he was in London. I suspect he has a significant amount of money in London, half of which I believe belongs to Ekrem İmamoğlu. This money is estimated to be several hundred million dollars. As a result of these operations, the municipality and consequently the public have suffered serious losses.
"COLLECTIONS MADE ON BEHALF OF İMAMOĞLU WERE BEING COLLECTED BY FATİH KELEŞ" The continuation of the petition stated: "During Ayhan Koç's tenure as the Head of the Cemeteries Department, he made sales of cemetery areas that were closed to sales in order to create a fund for his own mayoral candidacy, conducting these sales himself and through intermediaries. This incident was heard by many people at İBB, and as a result, he was not reappointed to the same position. Zafer Keleş, who is Fatih Keleş's brother, was handling the collection operations on behalf of Fatih Keleş. The collections made on behalf of Ekrem İmamoğlu were being collected by Fatih Keleş.
This money was generally brought to the former presidential residence located in Florya, which Fatih Keleş used as his office. About 7-8 months before the operation, Ekrem İmamoğlu stated that we were being listened to and followed by many İBB bureaucrats, and that we needed to be careful. Ekrem İmamoğlu personally monitored the entire financial system, and he would question individuals working on his behalf one by one. These individuals would occasionally carry out small tasks in their own names, and Ekrem İmamoğlu would turn a blind eye to this. Regarding the allegation against me about requesting a bribe from Capacity AVM, I have no involvement in this matter; however, the Bakırköy Deputy Mayor Ali Rıza Akyüz told me that the load-bearing walls were cut, making the building earthquake-risky, and that parking lots were canceled to create shops.
