A critical threshold is being crossed towards the goal of a terrorism-free Turkey. A comprehensive report prepared after months of work by the Turkish Grand National Assembly's National Solidarity, Brotherhood, and Democracy Commission was made public today. The DEM Party, however, issued a dissenting opinion regarding the commission's report on the Imralı Process, objecting to the use of the term "terror."
DEM Party issued a dissenting opinion on the joint report prepared by the National Solidarity, Brotherhood, and Democracy Commission established for the goal of a "Terror-Free Turkey." In a statement from the party, it was stated, "We do not find it appropriate to use terms such as 'Terror-Free Turkey process,' 'terrorist organization,' and 'terror plague' in the Commission's Joint Report Draft."
PUBLISHED WITH THE SIGNATURES OF MEMBERS
In the statement published with the signatures of Commission members Gülistan Kılıç Koçyiğit, Meral Danış Beştaş, Hakkı Saruhan Oluç, Celal Fırat, and Cengiz Çiçek, it was expressed, "As the EM Party, we define the current process as the Peace and Democratic Society Process, named after the call made by Mr. Abdullah Öcalan on February 27, 2025. For the aforementioned reasons, we would like to state that it is not correct to express the name of the process in the Joint Report Draft as 'Terror-Free Turkey,' and instead, it should be referred to as the 'National Solidarity, Brotherhood, and Democracy' process, as in the name of the Commission established within the TBMM."
WHAT'S IN THE CONTENT OF THE REPORT?
After Kurtulmuş's speech, the concrete proposals in the joint report were read. The concrete proposals in the joint report are summarized as follows.
- The most critical condition in the process is the confirmation by the state's security units that the PKK has laid down all its arms. The detection and confirmation mechanism should operate with coordination among the state's mechanisms.
- A targeted independent and temporary law is needed. The aim should be to reintegrate those who reject weapons and violence into society. The law should consider public conscience and public morality.
- Along with the temporary law, it should be evaluated that legal action must be taken against relevant individuals through regulations benefiting from the provisions of the Penal and Execution Law. A perception of amnesty should not be created.
- It is essential to determine policies that ensure the healthy progress of the social integration process and allow every individual to reach a common future with equal opportunities. The development of economic and social opportunities should be among the priorities. Investments in the region should be increased and continued.
- A mechanism should be established by law to monitor the process involving organization members. It should be observed whether the process is being carried out healthily.
- Those involved in the process should have the activities of participants in commission meetings and officials secured by law.
- Creating a political environment where every thought that does not contain elements of crimes such as insult and threat can be expressed is emerging as a fundamental necessity.
CONSTITUTIONAL COURT AND ECHR DECISIONS
- Mechanisms demonstrating full compliance with ECHR and Constitutional Court decisions should be strengthened.
RIGHT TO HOPE
- The Execution Legislation should be reviewed and reformed based on the principle of execution justice. Care should be taken to prioritize non-custodial trials in line with the case law of the ECHR and the Constitutional Court.
- Obstacles to the full and complete exercise of fundamental rights and freedoms should be removed.
- Actions within the scope of freedom of expression should not be evaluated as a terrorist crime.
- Laws that restrict press freedom should be reconsidered.
- A new Political Parties Law and Election Law should be prepared.
- A Political Ethics Law should be prepared.
TRUSTEE
- In the event of the Mayor's removal from office, elections should only be held in the Municipal Council.
