At the CHP's 39th Ordinary Congress, held under the slogan "Now is the Time for Power," the key list presented by the party leader Özgür Özel for the Party Council and the High Disciplinary Board received unanimous approval without any objections. It is noteworthy that names close to Kılıçdaroğlu were not included in the list, while Oya Ünlü Kızıl, the former Corporate Communications Manager of Koç Holding, was also part of the party's economic team.
The CHP's 39th Ordinary Congress, with the slogan "Now is the Time for Power," concluded after a three-day marathon with the completion of the PM, YDK, and BKSP elections and the announcement of new management teams. The key list of the party leader Özgür Özel received the approval of the delegates in the PM and YDK elections. Özel's 80-member PM list and 15-member YDK list were accepted without any objections.
FIRST PARTY LEADER WITH AN UNBROKEN LIST
In the elections held with a slate system at the 21st Extraordinary Congress on April 6, 2025, Özgür Özel made history as the first party leader with an "unbroken" list. Özel, who also became the party leader elected with the highest votes in the party's history at the 39th Ordinary Congress, saw his key list pass "unbroken" for the first time in an ordinary congress.
TEAMS FOCUSED ON THE ECONOMY AND JUSTICE CRISIS IN THE PM
The new PM of the CHP, which aims to overcome the economy and justice crisis seen as the two most fundamental issues in public surveys, is described as "teams that will lead the party to power." In this context, it was noted that most of the new members entering the PM are economists and legal experts.
48 NAMES RETAINED THEIR POSITIONS
Before the congress, party leader Özel was rumored to increase the PM list to 80 and make changes. While he retained most of his current teams, he also included many new names in the management team by increasing the number of PM members. While 48 names retained their positions in the PM, 32 new names will take office. According to the unofficial results of the PM elections, Berna Özgül, Niyazi Şen, Şengül Yeşildal, Baran Bozoğlu, Özgür Ceylan, Mehmet Alkım Denizaslanı, Semra Dinçer, Berkay Gezgin, Yalçın Görgöz, Ali Haydar Fırat, Ali Haydar Hakverdi, and Hikmet Yalım Halıcı did not take office in the new PM. POLAT ŞAROĞLU RECEIVED THE HIGHEST VOTE IN PM ELECTIONS

The highest vote was received by former Tunceli MP Polat Şaroğlu with 1,022 votes, while tax expert Ozan Bingöl received 1,007, Istanbul MP Ali Gökçek received 1,006, Deputy Chair Gamze Taşcıer received 1,002, Deputy Chair Deniz Yavuzyılmaz received 1,002, and Deputy Chair Yankı Bağcıoğlu received 1,000 votes. The BKSP members on Özel's key list also passed the delegates' approval. In the BKSP elections where 1,339 delegates voted, the highest vote was received by constitutional lawyer Prof. Dr. Şule Özsoy Boyunsuz with 1,011 votes. TRANSFER FROM KOÇ HOLDING TO CHP
Oya Ünlü Kızıl, the former Corporate Communications Manager of Koç Holding, also joined the party's economic team. Oya Ünlü Kızıl, daughter of former State Minister responsible for Youth and Sports Fikret Ünlü and advisor to Kemal Derviş, who was responsible for the economy during coalition governments, along with economist Kerim Rota from the Future Party, political scientist Barış Övgün, Güldem Atabay, tax expert Ozan Bingöl, and Emre Kartaloğlu, joined the CHP's economic team.
WOMEN WERE IN THE TOP FOUR WITH THE HIGHEST VOTES IN YDK
The key list prepared by party leader Özgür Özel for the YDK also received the approval of the delegates. In the 15-member YDK, eight names changed while seven names retained their positions. The highest vote in the YDK was received by Ankara MP Aliye Timisi Ersever with 972 votes. Ayça Akpek Şenay received 968, Yasemin Reçber received 967, and Erbil Aydınlık received 935 votes.

PM WILL MEET ON SATURDAY, MYK WILL BE ANNOUNCED
It was noted that the absence of names close to former CHP leader Kemal Kılıçdaroğlu on the list drew attention. After the results of the congress are finalized, the PM and YDK members under the chairmanship of Özgür Özel will visit Anıtkabir on Saturday, December 6. Following this, the PM will hold its first meeting, where the party's new MYK members will also be determined.
SHADOW MINISTERS WILL MOVE TO THE PRESIDENTIAL CANDIDATE OFFICE
In accordance with the new statute of the CHP, which was amended in September 2024, the general secretaries responsible for legal, electoral, administrative and financial affairs, organization, local governments, media, public relations, and information will be determined by the PM's absolute majority upon the proposal of Özgür Özel.
On the first day of the 39th Ordinary Congress, the current Central Executive Board (MYK) members, who will work on the party program that was accepted, will not be part of the new MYK. According to the statutory amendment accepted at the 39th Ordinary Congress, the shadow cabinet will continue its work in the Presidential Candidate Office (CAO) "until the party comes to power."
