The terrorist organization PKK announced in the final declaration published after the congress it held last week that it has laid down its arms and disbanded itself. In the first assessment made from Ankara regarding the process, it was clearly emphasized that there is and will be no third party, third mind, or United Nations involved.
The terrorist organization PKK announced the decisions of its 12th Congress held between May 5-7. In its statement, the PKK announced that it has laid down its arms and dissolved the organization.
In a statement made on May 9, it was noted that "historical decisions were made based on Abdullah Öcalan's call" during the congress held in two different areas in parallel, and it was stated that the results would be shared with the public soon. In the PKK's final declaration, it was stated, "The process that started with the statement of Leader Abdullah Öcalan on February 27, successfully concluded with our 12th Party Congress held between May 5-7, in light of his multifaceted studies and the perspectives he presented in different styles."
"WORKS CARRIED OUT UNDER THE NAME OF PKK HAVE BEEN TERMINATED"
The declaration stated, "The Extraordinary 12th Congress of the PKK evaluated that the PKK struggle has brought the Kurdish issue to the point of being solved through democratic politics, and in this respect, it has completed the historical mission of the PKK. On this basis, the 12th Congress of the PKK made decisions to dissolve the organizational structure of the PKK to be managed and executed by Apo in the process of practicalization and to terminate the armed struggle methods, thus ending the works carried out under the name of PKK."
"TURKISH-KURDISH RELATIONS MUST BE REDESIGNED"
In the declaration, it was stated that a call was made to redesign Turkish-Kurdish relations, emphasizing that "At this stage, it is important for the Grand National Assembly of Turkey to play its historical role with responsibility. Similarly, we call on all political parties represented in the parliament, especially the government and the main opposition party, civil society organizations, religious and belief communities, democratic press organizations, opinion leaders, intellectuals, academics, artists, labor-worker unions, women's-youth organizations, and ecological movements to take responsibility and participate in the peace and democratic society process."
ANKARA BACKSTAGE: A 3RD PARTY WILL NOT BE INVOLVED IN THE PROCESS
The efforts to achieve a "terror-free Turkey" led to the PKK's decision to dissolve and lay down arms. CNN TÜRK's Ankara Representative Dicle Canova conveyed the latest backstage information from the capital live after the terrorist organization's dissolution decision.
Dicle Canova shared Ankara's first impressions following the PKK's decision. Canova's statements were as follows:
While Ankara thinks that an important stage has been passed for the terror-free Turkey process, it is necessary to underline this with cautious optimism. First of all, the sources I spoke to say that we need to look at the big picture. The organization has been closed down. The 47-year structure is coming to an end. A problem, a burden is lifted. This is the big picture. Until now, no results had been achieved; this time, what matters is reaching the goal quickly and without negotiation. There is no external third eye, no third mind; it did not happen and will not happen. These are the clear messages coming from Ankara. The process was carried out with the efforts of the President, Devlet Bahçeli, and MIT. During the disarmament process, the UN and the international process will not operate. These are described as unfounded news. There is no third party involved, and there will not be.
"IT WILL CREATE A BUTTERFLY EFFECT! STEP BY STEP IT WILL BRING CHANGE"
The organization's self-dissolution is creating a sense of a butterfly effect in Ankara. It is emphasized that a great opportunity environment will arise. It will bring change step by step. Until now, it has been a process that has progressed step by step.
Sources in Ankara underline this; there was no negotiation, and there will not be. The expectation was that the dissolution and disarmament would happen, and now the next stage will be passed. Step by step, plans suitable for every situation are ready. This is not an end but a beginning. I can say that all the sources I spoke to in Ankara expressed this. It is not possible to say that everything is over from today to tomorrow. The very important expected step has been passed. After this, the next step will be the disarmament. 'We will look at the field, not what is written or drawn,' they say. They will look at what they will do after the new stage. Will they lay down their arms or not?
"A REPORT WILL BE PRESENTED TO THE PRESIDENT"
All these details will be analyzed. At the end of the day, a report will be prepared. It will be presented to the President. If the President says, 'Okay, the arms will be laid down,' and if a common consensus of all parties is formed, then the next stage will be passed.
You know we say, what will happen to the organization leaders? Will those coming to Turkey be allowed? Ankara does not say anything very clear about these. We went step by step, and from now on, we will go step by step.
HOW DID THE PROCESS START AND CONTINUE?
MHP Chairman Devlet Bahçeli said at his party's group meeting on October 22, "If the isolation of the terrorist leader is lifted, let him come and speak at the TBMM DEM Party group meeting. Let him shout that terrorism has completely ended and the organization has been dissolved."
After Bahçeli's statement, the DEM Party delegation applied to the Ministry of Justice on November 26, 2024, to meet with the terrorist organization leader Abdullah Öcalan in Imralı. On December 9, 2024, Bahçeli applauded the speech of DEM Party Co-Chair Tuncer Bakırhan, who called for a new beginning during the budget discussions in the Parliament.
On December 27, 2024, Justice Minister Tunç responded positively to the DEM Party's request. The first meeting of the DEM Party with PKK leader Öcalan took place on Saturday, December 28, and the second meeting was held on Wednesday, January 22. Following this, the DEM Party delegation visited the parties. The delegation met with Neçirvan Barzani, President of the Iraqi Kurdish Regional Government, and Mesut Barzani, President of the Kurdistan Democratic Party in Iraq, on Sunday, February 16, in Erbil.
On Monday, February 17, they met with Bafil Talabani and Kubat Talabani in Sulaymaniyah. After another meeting with Öcalan, the DEM Party delegation made a statement, reading Öcalan's message. In his message, Öcalan stated, "I call for laying down arms and I take historical responsibility for this call." Before the statement, the last photo of Öcalan taken on Imralı Island was also shared.
DEM Party Spokesperson Ayşegül Doğan stated in a press conference at the Party Headquarters on May 9, "It is a matter of time for the PKK to announce that it has convened its congress. This is an important step. The aftermath of this step will also be significant."
