In the Tavşantepe neighborhood of the Bağlar district in Diyarbakır, Narin Güran, who went missing on August 21 and whose lifeless body was found in the Eğertutmaz Stream on September 8, is being tried along with his detained uncle Salim, mother Yüksel, brother Enes Güran, and neighbors Nevzat Bahtiyar for the crime of "intentional murder of a child in participation" with a request for aggravated life imprisonment.
In the interim decision taken by the Diyarbakır 8th Heavy Penal Court, a letter was sent to the Diyarbakır Chief Public Prosecutor's Office requesting a detailed additional report showing which methods and which base data were used by those who prepared the narrowed base report in the file, which devices were used, and what criteria were followed, as well as indicating the possibility of any margin of error.
ADDITIONAL EXPERT REPORT PREPARED
In accordance with the interim decision, the additional expert report prepared by sworn experts was completed and submitted to the Diyarbakır 8th Heavy Penal Court.
The report stated that mobile phones connect to the mobile network via base stations, data is transmitted between phones and base stations over radio frequencies, and when a user makes a call, sends a message, or connects to the internet, this information reaches the base station via radio signals and is then transmitted to the operator's main communication network.
The report indicated that one of the geographical location determination methods with bases is the "Triangulation" method, and included the following information:
"DUE TO THE WIDTH OF THE AREA, DETAILED WORK COULD NOT BE DONE"
The report noted that visits were made to the Tavşantepe neighborhood on August 29-30 and on September 8 and 9, the date when Narin Güran's body was found, stating:
"All suspects were subjected to narrowed base work during the day and night on different days and hours on the streets, particularly around the houses of Arif and Salim Güran, while the mobile phones of the officials in the area were turned off to avoid density in the base. Using different programs, at least two Turkcell, Vodafone, and Türk Telekom lines were used, and step-by-step work was carried out in the houses and annexes of Arif and Salim Güran and Nevzat Bahtiyar, as well as on the side roads, after hundreds of operations were conducted without error, the main base and side base GPRS bases were meticulously and clearly identified."
The report stated that the elevation of the neighborhood, receiving signals from many bases in the city center and surrounding areas, and the large number of bases facilitated the possibility of narrow area base work; otherwise, if the number of bases were low, such detailed work could not have been carried out. It was also noted that due to the location of the area where Narin Güran's body was found being below the mentioned neighborhood, the bases could provide signals over a wider area, and that detailed work could not be done in the areas where the body and fields were located due to their vastness.
The report mentioned that while conducting the studies, all bases, the signal strength of the bases, and the signal cell values were individually identified and analyzed.
The report included the statement, "Tavşantepe neighborhood receives signals from at least 20 different bases, not just one base," and shared information about 22 base stations from which signals were received.
WHO WAS WHERE HAS BEEN REVEALED
The report also stated that the suspects were recorded and listed in the HTS records obtained from the Information Technologies and Communications Authority (BTK).
Information regarding the signals obtained from Arif Güran's residence and annex was shared in the report:
"Salim Güran arrived at Arif Güran's residence around 15:20 on the day of the incident, moved to the barn section at 15:22, was inside the house between 15:22 and 15:26, entered Arif Güran's residence at 15:36, was at Arif Güran's residence when he met with Mehmet Selim Atasoy at 15:52, was behind Arif Güran's residence at 16:08, and was in the cornfield found by Uzunbahçe at 16:35. Nevzat Bahtiyar was near the road between Arif and Salim Güran's residences around 15:10 on the day of the incident, was close to Arif's residence at 15:18, was at Arif Güran's residence and annex at 15:27, and was in the area where Narin Güran's body was found at 16:00."
The report stated, "Comparing solely based on base numbers would lead to errors; therefore, while making the aforementioned determinations, the signal strength data obtained from our measurements in the area, the sequence of base transitions in the person's HTS report, the differentiation of intermediate base, main base, and side base in the bases serving the area, and other factors are evaluated."
The report emphasized that "there can be no room for interpretation in narrow area base studies, and the results of the work are influenced by the conversations in the HTS and the density or variability of the bases. It is important to know that having many bases provides advantages and ease in determining the locations of events and individuals, and we would like to emphasize that there may be errors due to transitions and movements between bases of approximately 2 meters and 1 minute during these studies." The report also noted that in the first report, it was stated that "the phone used by Salim Güran provided a base from the cornfield where Narin Güran's body was found between 22:47 and 22:55 on August 21," and it was recorded that the area referred to as the cornfield was near the location where Narin's body was found.
The report concluded, "Regarding the murder of Narin Güran, no evidence other than the HTS records in the file and Salim Güran's initial statement has been touched upon, no samples have been taken from the statements, and no minutes or reports related to camera recordings have been obtained; only the data obtained from the work we conducted in the field has been reported."
