One of Azerbaijan's most famous doctors, Rashid Mahmudov, used statements that drew a reaction in the debates that began after a headscarf ban was introduced in schools in his country. Defending the headscarf ban, Mahmudov said, "There is nothing about the headscarf in the Quran. Children should be prohibited from engaging with religion until they are 14-16 years old. One cannot develop with 'Allahumma salli.' Development is not in religion, but in physics and science. I fear most of the religious people who wear black clothes."
