Presidential Chief Advisor and Vice Chairman of the Presidential Legal Policies Board, Mehmet Uçum, made striking assessments about the structure of the FETÖ organization in an analysis he penned regarding FETÖ. Arguing that FETÖ can no longer be evaluated merely as a religious organization, Uçum stated that the group conducts activities through espionage, disinformation, and external connections, and emphasized that no leniency should be allowed in the fight against FETÖ.

In his article, Uçum argued that FETÖ's overt organizational capacity in Turkey has been largely dismantled. However, Uçum noted that the organization tries to continue its activities through cell structures and foreign connections, stating that the structure still poses a security threat.

In one of the most striking sections of the article, Uçum pointed to FETÖ's international connections. Uçum argued that the organization is part of a consortium formed by imperialist powers, emphasizing allegations of relations particularly with the USA and some European countries.
