"Additional Step Advancement Rights for Civil Servants"

According to the bill discussed in the Turkish Grand National Assembly's Planning and Budget Commission, approximately 950,000 personnel who transition from contracted status to civil servant status will be able to benefit from additional step advancement rights. The one-time financial cost of this regulation is expected to be 3.4 billion lira.

In the bill that will be discussed in the TBMM Planning and Budget Commission, which includes regulations regarding civil servants, there are approximately 950,000 employees who will benefit from the provision granting an additional step advancement right to personnel transitioning from contracted status to civil servant status.

According to the "Law on Civil Servants and Amendments to Some Laws and Decrees" that will be discussed today in the TBMM Planning and Budget Commission, the additional step advancement right granted to civil servants who have not received any disciplinary penalties for 8 years will also apply to those transitioning from contracted status to civil servant positions.

950 THOUSAND PERSONNEL WILL BENEFIT

According to the impact analysis of the regulation, it is expected that approximately 950,000 personnel will benefit from the provision regarding the additional step advancement right.

In Turkey, there are approximately 700,000 personnel who have transitioned to civil servant status under temporary law regulations and are currently in civil servant positions. Under Article 4/B of the Law on Civil Servants, there are 237,890 contracted personnel, and under the Municipal Law, there are 11,539 contracted personnel, totaling 249,429 contracted personnel. Potentially, if these personnel also transition to civil servant positions, a total of 950,000 employees could benefit from this regulation.

COST OF THE PROVISION IS 3.4 BILLION TURKISH LIRA

While the one-time cost of this provision is calculated to be 3.4 billion lira, the impact analysis states, "It has been calculated based on 700,000 people under the temporary article. Currently, the 249,429 personnel in contracted status have not been included in this figure, as they will benefit from this regulation in the future if they are eligible. It is estimated that when these existing personnel benefit from this regulation, an additional cost of 1.2 billion lira will be incurred." The analysis also noted that if the other provisions in the Proposal come into effect, there will be no additional financial burden.
