Biden, who served as a senator from Delaware from 1973 to 2009, proposed a limit of 18 years for Supreme Court justices' terms. Referring to Donald Trump, who will take over the presidency, Biden stated, "The Constitution must clearly state that no president is above the law for crimes committed while in office."

Biden concluded his speech with the words, "I wish success to the next administration because I want America to succeed."
