The Grand National Assembly of Turkey (TBMM) will begin its new legislative work on October 1. Important issues are on the Assembly's agenda, primarily the new constitution. It is expected that the Assembly President Numan Kurtulmuş will make another call to the parties with a group in the Assembly regarding the preparation of the new constitution before the term begins. Preparations have also started for the legislative work to be discussed in the General Assembly. The proposal for amendments to the Law on the Protection of Consumers, the proposal for amendments to the Teaching Profession Law, and the proposal known to the public as the 9th Judicial Package are expected to be discussed on the Assembly's agenda. THE FIRST PROPOSAL EXPECTED TO BE DISCUSSED WILL BE THE JUDICIAL PACKAGEAccording to the backstage news from Gazete Duvar, the first proposal expected to be discussed in the Assembly will be the Judicial Package. However, it is stated that some controversial regulations that were removed from the proposal due to the summer recess will be expanded with the new legislative term. IS THE LOBBYING REGULATION MAKING A COMEBACK?It is noted that the "Lobbying" regulation, which was brought up while preparing the package but was withdrawn due to criticisms, will also be re-added. WHAT IS LOBBYING?Lobbying is regulated under the title "Other activities" in Article 22 of the 9th Judicial Package. This article introduces a new definition of crime as "Article 339/A" in the section of the Turkish Penal Code titled "Crimes Against State Secrets and Espionage." The regulation was withdrawn after press professional organizations and legal experts opposed this article.
