With the presidential decision, the privatization of the 15 July Martyrs and Fatih Sultan Mehmet Bridges, along with the highways and ring roads, for a period of 30 years has been approved. There will be no transfer of ownership; it will be carried out through methods such as transfer of operating rights and leasing. The privatization procedures are targeted to be completed by December 31, 2031.
According to the presidential decree, the Niğde-Pozantı Motorway, Gaziantep Ring Road, and the connection roads between the Çağlayan Junction and Yenişehir Junction of the Bursa Ring Road, which are under the responsibility of the General Directorate of Highways, along with the maintenance, operation, and service facilities, commercial collection, and freight transfer centers located on them, have been included in the privatization scope and program.
BRIDGES AND MOTORWAYS INCLUDED IN THE PROGRAM IN 2010 WERE ALSO REFERENCED
The decree also referenced the bridges and motorways operated by the General Directorate of Highways that were included in the privatization scope and program in 2010.
The bridges and motorways included in the privatization scope and program at that date are as follows:
- Edirne-İstanbul-Ankara,
- Pozantı-Tarsus-Mersin,
- Tarsus-Adana-Gaziantep,
- Toprakkale-İskenderun,
- Gaziantep-Şanlıurfa,
- İzmir-Çeşme,
- İzmir-Aydın Motorways,
- İzmir and Ankara Ring Roads,
- Bosphorus Bridge (15 July Martyrs) and Fatih Sultan Mehmet Bridge and its ring road, along with their connection roads, service facilities, maintenance and operation facilities, toll collection centers, and other goods and service production units and assets.
WILL BE PRIVATIZED IN WHOLE OR IN PARTS
Pursuant to the presidential decree, the aforementioned bridges, motorways, and ring and connection roads will be privatized as a whole or in separate groups by applying one or more of the methods including transfer of operating rights, leasing, establishment of limited real rights over ownership, revenue-sharing model, and other methods appropriate to the work. Ownership transfer will not be carried out.
CONTRACT PERIOD IS 30 YEARS
The bridges, motorways, and ring and connection roads will be privatized for a period of 30 years. Privatization procedures will be completed by December 31, 2031. Until the privatization procedures are completed, the General Directorate of Highways will carry out the maintenance, operation, and service facilities and the maintenance and repair works of the freight transfer centers of the said bridges, motorways, ring and connection roads.
The General Directorate of Highways will determine the maintenance and repair and other obligations of the companies that will take over the operation on the bridges and motorways after the privatization is completed and will carry out the necessary inspections.
DENİZ YAVUZYILMAZ, Deputy of Zonguldak from the NEW Party, reacted to the decision regarding the privatization of bridges and motorways, saying, "The AKP's plan of betrayal against the public was published in the Official Gazette. With the presidential decree, a decision was made to privatize 2 Bosphorus Bridges, 8 Motorways, and 2 Ring Roads for 30 years."
