Gülistan Kılıç Koçyiğit, Deputy Chair of the DEM Party Parliamentary Group, stated that there are expectations for the framework law, preparations for which are ongoing within the scope of the 'Terror-Free Turkey' process, to be brought to the Justice Commission and then to the General Assembly and enacted before the Turkish Grand National Assembly adjourns, adding, "I can confirm the information that the framework law will be passed before the Parliament adjourns."

Commenting on the legal preparations within the scope of the 'Terror-Free Turkey' process, Koçyiğit stated, "There are approaches that describe the framework law expected to come to the TBMM as a result, but the framework law is not a result; on the contrary, it constitutes the first step of a new beginning. The 100-year-old Kurdish issue will certainly not be resolved with a single law; but the first correct step reflecting the right will will contribute greatly to solving the problem and establishing lasting peace in the true sense. In that sense, the law must not contain categorical distinctions and must be inclusive for those who want to participate in the peace process. This law should provide legal assurance for participation in democratic politics, returns, and the disarmament process. As we have stated many times before, peace and the process are seeking their legal framework. As the late Sırrı Süreyya Önder said on February 27; we are now in a new era, at a new threshold in the debate on the legal and political ground that is the condition for the practical implementation of the February 27 call. Of course, let us emphasize that the preparation process of the law is as important as the law itself. In that sense, we consider it important that a legal framework shaped by common sense, based on the broadest possible consultation and consensus-seeking, comes to the General Assembly."
"A PEACE MONITORING AND FOLLOW-UP COMMITTEE SHOULD BE ESTABLISHED"
Koçyiğit said, "We are talking about leaving behind a 100-year-old problem, 40 years of which have been conflict-ridden, and solving Turkey's most important issue democratically and peacefully. It is important to address the problem without confining it to narrow, current debates or party interests, and to approach it within this framework. Of course, we do not expect everyone to think like us or handle the process like us; there will be and should be different views, thoughts, criticisms, and objections. We expect each of these to be expressed on the TBMM floor and to contribute constructively to the process. However, everyone must seize this historic opportunity and take responsibility, putting their shoulder to the wheel so as not to miss it. Everything will not end with the framework law. The law will be an important start, will open the door, and together we need to work more and discuss a series of additional laws to fully open this door. The Parliament needs to take responsibility in the implementation process of the law; a Peace Monitoring and Follow-up Committee, representing all political parties under the roof of Parliament, should be established. This committee should be a pluralistic structure that monitors the process, identifies problems early, and facilitates dialogue. Adopting an approach similar to that in the committee stage is valuable for us. Following the framework law, fundamental changes need to be made in legislation that hinders democratization, starting with the 'Execution Law' and the 'Anti-Terror Law.' Therefore, the framework law should be a reference law, a root law, and all changes should be made with reference to it."
"THERE WILL BE HEAVY TRAFFIC THIS WEEK"
Regarding a question about political contacts and the timeline within the process, Koçyiğit said, "Our delegation continues to hold various meetings with both the ruling party and other parties. The exchange of views and opinions on shaping the law continues. There will be heavy traffic this week as well. The timeline is not yet clear. We have said this many times; it should be enacted as soon as possible. The critical threshold before us now is: we expect the law to come to the Justice Commission first and then to the General Assembly and be enacted before the TBMM recesses. If discussions mature and the process reaches a certain maturity, it will then be submitted to Parliament. However, as of this week, meetings, discussions, and mutual exchanges of views are ongoing. I can confirm the information that the framework law will be passed before the Parliament recesses; but we expect it to be submitted to both the Justice Commission and the General Assembly as soon as possible. We are also working on this, and our meetings continue. It was the Speaker of the Parliament who was supposed to call the group coordinators. He gave a statement to the press after the round of political party meetings. However, we have not yet received such a call; if it comes, we will attend on behalf of our party."
Koçyiğit added that there are differences among parties regarding how the law is being handled, and meetings are ongoing to bring views closer, but presenting the law with the joint signature of all political parties is not on the agenda.
