Electric meters are being replaced with smart systems across Turkey. With a decision published in the Official Gazette, the Energy Market Regulatory Authority (EPDK) announced that old meters will be gradually replaced with remote communication smart meters starting from March 1, 2026. The new application allows for real-time access to consumption information, and it has been made mandatory for all meters to be renewed by January 1, 2028.

The Energy Market Regulatory Authority (EPDK) has initiated a comprehensive transformation in the electricity distribution infrastructure by revising the "Procedures and Principles Regarding the Widespread Use and Implementation of Smart Meter Systems." According to the decision published in the Official Gazette dated December 5, 2025, the electricity meters used in Turkey will be gradually transitioned to a smart system.

REMOTE COMMUNICATION FEATURED METERS WILL BE MANDATORY

The new regulation will come into effect on March 1, 2026. After this date, it will be mandatory to use "Smart Meter PRO" and "Smart Meter EKO" models with remote communication features instead of traditional meters in all buildings within the specified scope.

All points with an annual electricity consumption of 10 MWh and above will have their existing meters replaced with the Smart Meter PRO model, which can be remotely managed.

TRANSFORMATION TIMETABLE CLARIFIED

According to the implementation timetable set by the EPDK, distribution companies are required to:

Replace 70% of the meters that need to be renewed by January 1, 2027,

And replace all of them with smart meters by January 1, 2028, at the latest.

During the replacement process, priority will be given to points where subscribers exercising their right to be a free consumer and users with high energy consumption are located.

REAL-TIME ACCESS FOR CONSUMERS, 48-HOUR LIMIT FOR COMPANIES

With the smart meter system, consumers will be able to access their electricity consumption information in real-time via a mobile application or the internet. The data obtained from the meters will be transferred by distribution companies to the Energy Markets Operation Inc. (EPİAŞ), and citizens will be able to view usage details instantly.

The new regulation also introduces a clear rule regarding data access issues. If a consumer is unable to access their usage information, distribution companies will be required to resolve this issue within a maximum of 48 hours.
