Russian President Vladimir Putin stated in a recent announcement, "For negotiations, Ukrainian forces must completely withdraw from the Donetsk People's Republic, Luhansk People's Republic, Herson, and Zaporoizhia regions. I want to draw your attention to the fact that they must withdraw from all territories within the administrative boundaries that existed when these regions joined Ukraine. When Kiev announces that they are ready to implement such a decision and officially declares that they are abandoning their plans to join NATO, we will immediately give the order to implement a ceasefire and start negotiations. I repeat, we will do this immediately."
