Some new rules will officially be applied for the first time in the 2026 FIFA World Cup, which will be held from June 11 to July 19, hosted by the USA, Canada, and Mexico.

The International Football Association Board (IFAB) has decided to implement several rule changes aimed at improving match flow and reducing tempo interruptions at the 2026 World Cup.

BRAND NEW RULES FOR THE WORLD CUP

New regulations related to speeding up throw-ins, goal kicks, and substitutions, as well as matters involving VAR, will be officially enforced by referees in 2026 FIFA World Cup matches following trial matches.

5-SECOND COUNTDOWN FOR GOAL KICKS AND THROW-INS

At the World Cup, referees will conduct a 5-second countdown for goal kicks and throw-ins to reduce tempo interruptions. If a throw-in is not taken in time, possession will be awarded to the opposing team. For delayed goal kicks, the opposing team will be awarded a corner kick.

NEW PROCEDURES FOR SUBSTITUTIONS AND INJURED PLAYERS

At the World Cup, substitutions must be completed within 10 seconds. If this time is exceeded, the incoming player will have to wait at least one minute until play stops, and their team will play with one fewer player. A player who causes a stoppage due to injury and goes to the sideline will have to wait one minute before returning to the field. Additionally, if a player covers their mouth with their hand, arm, or jersey while involved in a confrontation with an opponent, the referee may show a red card. Red cards may also be issued to players who leave the field in protest of a referee's decision or to officials who encourage players to do so.

REGULATIONS INVOLVING VAR

At the World Cup, the Video Assistant Referee (VAR) may intervene in cases of incorrect corner kicks and second yellow cards. Infractions committed by attacking players before the ball is in play on corner kicks or free kicks that directly affect a goal or penalty can be reviewed by VAR. If an infringement is determined, appropriate disciplinary action will be taken, and the corner kick or free kick may be retaken.
