"The power outages across the country are a direct result of the blockade imposed by the United States on Cuba, which we describe as genocidal in nature, especially its siege in the energy sector. The US embargo against Cuba not only prevents the free import of fuel; it also prevents the entry into the country of the spare parts and equipment necessary for the National Electric System (SEN). It also makes cooperation with experts from other countries more difficult and complicates access to international financing."
