A bill that will provide citizens who own vehicles over 20 years old the opportunity to purchase domestically produced new vehicles without paying special consumption tax (ÖTV) has been presented to the Turkish Grand National Assembly (TBMM). According to the proposal, citizens who take their old vehicles off the road will be able to buy environmentally friendly domestically produced vehicles without paying ÖTV. The aim is to protect the environment and support domestic production.

A striking regulation has been brought to the agenda of the Parliament for citizens who own vehicles that are 20 years old or older. CHP Adana Deputy Müzeyyen Şevkin presented a bill to the Grand National Assembly of Turkey (TBMM) that foresees allowing owners of vehicles aged 20 and over to purchase domestically produced new vehicles without paying Special Consumption Tax (ÖTV).

CONTRIBUTION TO THE ENVIRONMENT AND ECONOMY

Deputy Şevkin stated that the purpose of the proposed bill is to withdraw old vehicles that harm the environment and the economy from traffic. According to the proposal, citizens who scrap their vehicles over 20 years old will be granted an ÖTV exemption when purchasing a new domestically produced vehicle. This step aims to increase the use of environmentally friendly vehicles and support the domestic automotive industry.

At the same time, with the recycling of old vehicles, it is expected that both the evaluation of waste materials and the creation of new job opportunities will occur. In this respect, the proposal aims to contribute not only to environmental policies but also to economic sustainability.

COMMISSION PROCESS BEGINS

The proposal is expected to be discussed in the TBMM commissions. If the regulation is accepted, hundreds of thousands of vehicle owners may have the opportunity to purchase domestic vehicles without ÖTV. The bill is also considered a step compatible with Turkey's circular economy goals.

CHP Adana Deputy Müzeyyen Şevkin noted the following regarding a bill that foresees providing ÖTV exemption for the purchase of new domestic vehicles for vehicle owners aged 20 and older:

"With the bill we have prepared, it is aimed to prevent the use of old vehicles that harm the environment and the economy and to provide new domestic vehicles that are compatible with the environment and nature. Providing an ÖTV exemption for the purchase of new domestic vehicles for owners of vehicles aged 20 and over aims to reduce environmental pollution by withdrawing old and high-emission vehicles from traffic, increase traffic safety, and encourage domestic vehicle production and use.

Encouraging recycling activities, ensuring the reintegration of waste materials into the economy, will contribute to the more efficient use of economic resources and the creation of new job opportunities. With the bill we have presented, it is aimed to assist the progress of the circular economy model, support the re-evaluation and recycling of waste, as well as ensure the continuity of the economic cycle. Making a regulation that provides significant benefits both environmentally and economically in Turkey and effectively implementing this regulation will also make an important contribution to achieving sustainable future goals."
