A new regulation is being prepared to erase the General Health Insurance (GSS) premium debts affecting approximately 1 million people. With the omnibus bill planned to be submitted to the Grand National Assembly of Turkey (TBMM), it is envisaged that unpaid GSS premium debts will be erased by taking into account the 10-year statute of limitations. The regulation is expected to come onto the Parliament's agenda after the completion of the 2027 budget negotiations.

Among the bills to be submitted to the Turkish Grand National Assembly (TBMM) in the coming period will also be a regulation on the cancellation of General Health Insurance (GSS) premium debts, which is stated to benefit approximately 1 million people.

DEBTS WILL BE CANCELLED ACCORDING TO THE 10-YEAR STATUTE OF LIMITATIONS

The regulation will be made through an omnibus bill. In order to benefit from GSS, which is used by the lowest income group of society and those without any social security, it is necessary to pay premiums. The debts of those who cannot pay their premium debts will be cancelled, taking into account the 10-year statute of limitations.

IT WILL COME ONTO THE AGENDA AFTER THE BUDGET DISCUSSIONS

Next week in the TBMM, the 2027 budget proposal discussions will begin in the Planning and Budget Committee. After the discussions that will continue in the committee for a month, the budget bill will come to the General Assembly, and the discussions will be completed by the end of December.

While the budget work continues, preparations are also being made for the bills expected to come onto the agenda after the discussions are completed.

THE JUDICIAL PACKAGE AND SMOKING REGULATION ARE ALSO NEXT

Work is also ongoing on the 13th Judicial Package, which includes regulations on divorce, alimony and family law. The 13th Judicial Package is expected to be submitted to the TBMM before the end of this year.

It is envisaged that the proposal regarding smoking bans, whose work is ongoing, and the regulations on food supplements to be included in the same proposal will also come onto the agenda after the budget discussions.

In line with the annulment decisions of the Constitutional Court, a study by the Ministry of Energy and Natural Resources on renewable energy sources will also be included in the omnibus bill to be prepared.

THE BLUE HOMELAND DRAFT MAY ALSO COME TO PARLIAMENT

The regulation regarding the Turkish Maritime Jurisdiction Areas Bill Draft, called the "Blue Homeland," whose work continues to secure Turkey's rights and interests in its maritime jurisdiction areas, is also expected to come onto the agenda in the coming period. Officials stated that the technical work on the issue is about to be completed. Stating that technical measurements have been made and the opinions of the ministries working on the issue have been formed, the officials said that the work will be put into text and could come to Parliament after the budget discussions are completed.
